Main Purpose
The Lead Civil Engineer is responsible for all types of civil construction works associated with CBM Project surface facilities. This includes earthworks, pipelines, well-site enabling works, equipment foundations, buildings, and infrastructure. The role requires close coordination with multidisciplinary construction and project teams to achieve overall project objectives.
Job Accountabilities:

Closely supervise all civil construction activities at Well Sites, Group Gathering Stations, Water Gathering Stations, Compressor Stations, pipeline corridors, and well-site approach roads.

Coordinate for timely release of construction drawings and specifications.

Review construction schedules and estimate manpower requirements for completion of assigned tasks.

Ensure compliance with HSE requirements at all construction locations.

Ensure adherence to project documentation, standards, permits, and statutory regulations.

Coordinate with the Field Engineering Cell for technical clarifications and support.
-
Handle material management activities.
-
Prepare and certify joint measurement sheets.
-
Review construction contractor work plans, support query resolution, and manage contractor resources.
-
Ensure compliance with construction procedures, ITPs, and best engineering practices.
-
Participate in construction review meetings, constructability workshops, and related forums.

Coordinate with the drilling team to provide situational support for smooth execution of drilling activities.

Prepare HITRA, risk registers, and other HSE-related documents and procedures.

Reconcile free-issue materials in line with contract requirements, procedures, and applicable standards.

Perform measurement and work certification activities and provide necessary assistance for service entries.

Coordinate with the project team for execution-related budget requirements.

Assist in the review and settlement of change-order claims from contractors.

Manage changes and execute works in alignment with the project execution framework.

Work as a team player and manage a medium-sized team effectively.

Mentor, coach, and motivate team members.
-
Demonstrate familiarity with applicable codes and standards.
-
Prepare SAP-based PRs and COARs.

Support construction planning activities.
Skills Required:
-
Hands-on experience in civil construction works in refinery, pipeline, petrochemical, or oil & gas environments.

Experience in land development, road construction, and related civil works.
-
Exposure to architectural works.

Ability to resolve technical issues at site.
-
Ability to execute assigned works with the highest HSE and quality standards, including proactive risk assessment and implementation of control measures.

Strong communication and analytical skills, with the ability to work effectively in a team.
-
Exposure to multidisciplinary works, especially civil and structural engineering.
-
Knowledge of measurement methods and standards for various civil works.
-
Exposure to planning, budgeting, and budget control activities.
Experience and Qualifications:
-
Graduate Engineer Civil
-
10 - 15 years of experience in construction supervision and management within the Oil & Gas industry, including refinery and pipeline projects.
