Under the general supervision of the Legal Support Supervisor, the Legal Secretary independently performs the most complex legal secretarial duties for Staff Attorneys, Assistant Chief Counsels, and Chief Counsel of the Labor Commissioner's Office.

Incumbents must have an understanding of the judicial process and filing rules and procedures of local, state and federal trial courts, state and federal courts of appeal (including the Ninth Circuit Court of Appeals and all of the state district courts of appeal), the California Supreme Court and the United States Supreme Court.

Duties will include, but are not limited to, proficiently typing, editing, storing, retrieving, printing, processing, faxing and electronically sending correspondence, court forms, legal documents and pleadings (e.g., petitions, briefs, opinions, notices, motions) using various department supported software such as MS Office: Word, Outlook, Excel, Powerpoint; Adobe Pro DC and other desktop technology tools and communication devices.

Incumbents will comply with state rules and regulations, office policies and practices; compose letters and memoranda; process mail for assignments; maintain a calendar of document due dates and court appearances; set up and close legal cases; prepare subpoenas; call various entities; screen, answer and take messages from callers in a professional manner; schedule and coordinate witnesses, court reporters, interpreters for depositions and hearings.

The office is situated in a low to mid-rise building. The office is a smoke free environment and secretaries are housed in individual cubicles. Work schedule is Monday to Friday, 8am to 5pm.

Department Information

The Department of Industrial Relations (DIR) was established in 1927. DIR administers and enforces laws governing wages, workplace safety and health, apprenticeship training programs, and medical care and other benefits for injured workers.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience with civil litigation and general judicial processes to effectively interact with attorneys, deputy labor commissioners and court personnel.
  • Knowledge of legal concepts, principles, procedures and deadlines necessary to understand statutory requirements for filing documents in State, Federal, Appellate and Administrative Law courts.
  • Knowledge of preparing legal documents in an effective manner (e.g., briefs, motions, pleadings) with understanding of technical legal terms, various legal forms and documents.
  • Knowledge of internet search engines (e.g., West Law, Lexis Nexis) to locate information (e.g., court decisions and relevant Federal and State Statutes); court websites; court and local rules.
  • Knowledge of the English language in oral and written form (e.g., spelling, grammar, punctuation, and sentence structure) to perform work assignments.
  • Excellent organizational skills to multi- task: includes, but not limited to: trial preparations, scheduling depositions: arranging venues, court reporters and interpreters.
  • Knowledge of proper filing techniques to create and maintain organized hardcopy and/or electronic file information for attorneys.
  • Proficiency in using Microsoft Word, Outlook, Excel, Adobe Pro DC, modern office technology, methods, and equipment.
  • Math skills to calculate accrued interest on unpaid judgments and occasional statistical data.
  • Excellent organizational skills to multi- task: includes, but not limited to: trial preparations, maintaining attorney case files, scheduling depositions: arranging venues, court reporters and interpreters.
  • Ability to type 45 wpm (words per minute), read and write English at a level required for successful job performance.
  • Ability to interpret and apply rules regarding content, citations, order of presentation, formatting, page limitations, certificate of word count, etc., in order to comply with court rules.
  • Ability to read and understand dockets for retrieval of documents from court files and review technical and legal information to locate and highlight information specified in search criteria.
  • Ability to independently perform complex legal clerical work.
  • Ability to think and perform quickly in resolving time-sensitive issues to anticipate deadlines and ensure work assignments are accomplished in a timely manner.
  • Ability to prepare correspondence independently, spell correctly, transcribe accurately difficult dictation that involves a variety of legal terms.
  • Ability to develop and maintain cooperative relationships (e.g., with governmental agencies, attorneys, clerical staff) to build positive working environment.
  • Ability to communicate effectively with leadership, peers, and members of the public.
