**In addition to the base salary above**

Industrial Hygienists and Safety & Health Professionals will be compensated basic salary plus 10%for each hour they are required to use personal protective equipment (excluding hard hats, boots, hearing and eye protection) to enter a hazardous worksite to consult, inspect or investigate where serious hazards are present.

AND IF BILINGUAL

If hired as bilingual (not required), after passing an assessment of your ability to write and speak fluently. We do not use translating software. Employees with bilingual responsibilities receive a 5% increase in pay.

AND

All Personal Protective Equipment (PPE) required for this position will be provided by L&I DOSH as specified in WAC 296-800-16020.


L&I's Division of Occupational Safety and Health (DOSH) administers the Washington Industrial Safety and Health Act (WISHA) law by developing and enforcing rules that protect workers from hazardous job conditions.

DOSH is looking for a Construction Safety Technical Specialist within the Standards, Technical and Laboratory Services program with residential and commercial construction knowledge.

This position reports to the Technical Services Safety Program Manager and provides technical assistance on construction to internal DOSH and L&I staff, employers, employees, employer associations, employee associations, and other stakeholder groups.

This Specialist must be familiar with all appropriate DOSH, OSHA, ASME, and ANSI standards related to all construction, including fall protection, roofing, flagging, scaffolds, demolition, masonry work, trenching, and other applicable standards related to the construction industry.

As the construction technical specialist, you will provide recommendations, develop, implement, and improve safety and health rules and enforcement policies. You will also conduct research on emerging hazards in the construction industry and represent the Department and DOSH at National and Regional Conferences, the Board of Industrial Insurance Appeals (BIIA) and the State Legislature.

You will interact with employers and their employees, their representatives and the general public with an extension of professionalism and courtesy, helping those customers understand the process and their responsibilities in achieving the ultimate goal of workplace safety through; safety programs, employee training, hazard abatement, reducing claims, and safely managing their workforce.

For this position, you will be teleworking approximately 60% of your time and 40% traveling statewide for on-site meetings and job site visits. The assigned duty station can be in any one of our locations statewide.

Duties

Some of what you will do:
  • Research DOSH Safety and Health and other rules to make constructive recommendations for DOSH code revision, to clarify enforcement policies and to develop proactive safety compliance concepts.
  • Support regional compliance and consultation staff with complex safety investigations, complex accident investigation of fatalities, catastrophes and serious injuries.
  • Determine whether current standards are adequate. Follow internal procedures to provide recommendations for those standards that are not.
  • Influence the development of new policies and codes reflecting investigation findings and determinations.
  • Make independent decisions regarding code interpretation and applications.
  • Advise employers and employees on abatement strategies regarding personal protection, physical hazard corrections, and accident prevention programs.
  • Review Citations and Notices of Violation to make sure proposed/alleged violations are in accordance with legislative and departmental guidelines, interpretations and policies.
  • Testify as a State’s witness as required during appeal actions, at Reassumption hearings, before the Board of Industrial Insurance Appeals, warrant requests, civil cases, superior court and gives legal depositions.
  • Investigate variance requests and make recommendations to either approve or deny the application.
  • Coordinate with agency and industry safety personnel in order to conduct/organize workshops, seminars, and conferences.
  • Conduct oral presentations, participate in meetings, and serve on agency/industry committees to develop and promote safety and health activities.
  • Prepare, develop and conduct training seminars, forums and other presentations for employers, employees, apprentices, internal staff, and other customers.
  • Develop and deliver comprehensive oral presentations disclosing and explaining compliance activity, DOSH requirements, industry hazards and related subjects.

Driving is required as part of this job. When a position has a driving requirement, the incumbent must drive in order to perform the duties of their position. In fact, driving is a duty mentioned in their position description, such as an L&I inspector who drives throughout the workday to get from one location to another. Therefore, they must use a state-issued vehicle, motor pool vehicle, or personally owned vehicle (POV) in order to perform the duties and responsibilities of their position. Use of a POV will be reimbursed with the current mileage reimbursement rate.

Must be physically capable of walking through a variety of workplaces such as large manufacturing plants with metal stairways, catwalks, ladders, and walking through rough terrain. Must also be able to be exposed to weather (wearing appropriate weather gear) for long durations.

Qualifications

REQUIRED:
  • Must possess a valid and unrestricted driver license.

And one of the following:
  • Four years of full-time journey level paid experience in one or more of the following industries: Government, military, construction, public health or related safety and health field.
OR
  • A Bachelor’s degree from an accredited university in occupational safety and health, or closely related field AND two years as an Occupational Safety and Health Professional 2 in DOSH.
OR
  • A Bachelor’s degree from an accredited university in occupational safety and health, or closely related field AND four years of paid occupational safety related professional experience.
OR
  • A Master’s Degree from an accredited university in occupational safety and health, or closely related field AND two years of paid occupational safety related professional experience.

Desired:
  • Professional safety certification, such as Certified Safety Professional (CSP).

We are also looking for the candidate with:
  • Knowledge and understanding of WISHA (Washington Industrial Safety and Health Administration) and OSHA (Occupational Safety and Health Administration) Safety and Health Rules and Regulations
  • Technical expertise in the residential and commercial construction industry.
  • Experience conducting training and delivering presentations to large groups.
  • Ability to communicate effectively and concisely through oral presentations, individual consultations, and written and telephone correspondence.
  • Ability to research and analyze statistical data and reach a logical conclusion; develop methods and techniques for solving employer health and safety problems.
  • Strong writing skills and experience writing policy related to construction.
  • Ability to establish and maintain effective working relationships; prioritize and manage work schedules and an ability to work independently.
  • Takes initiative to improve processes for efficiency, safety and productivity. Learns and applies Lean methods to simplify work processes, improve service, reduce delays, and eliminate waste.
