Library Program Coordinator (Collections)

JOB SUMMARY


For the past decade, the District of Columbia Public Library (DCPL) system has been undergoing an aggressive transformation to modernize its facilities and set the strategic direction for 21st century public library services in the District of Columbia. DCPL’s physical campus includes 25 neighborhood libraries and the newly modernized Martin Luther King, Jr. Memorial (Central) Library.

DCPL is seeking a Library Program Coordinator (Selector) in the Collections Department. Under the supervision of the Associate Director of Collection Services, the Library Program Coordinator works with vendors, staff, and other Collections stakeholders to efficiently build on and improve DCPL’s collection. This position is responsible for the selection of adult nonfiction, periodicals, and government documents print and electronic materials for DCPL. The incumbent is also responsible for finding and implementing new library collection products.

MAJOR DUTIES AND RESPONSIBILITIES

  • Select adult non-fiction, periodicals, and government documents print and electronic materials for DCPL.
  • Uses both quantitative and qualitative information to guide in determining the quantity of materials to purchase and where to place them. Administer some aspects of the budget and fiscal activities.
  • Explore and implement new and innovative library materials, products, and services that would be appropriate for circulation.
  • Coordinate procedures and workflows related to the selection and management of areas of responsibility.
  • Monitor industry for changes in publishing timelines and products. Make recommendations as appropriate. Works with front-line staff to promote the collection.
  • Works collaboratively with internal/external stakeholders to gather information about community reading needs. Develop and maintain partnerships with staff/departments across the library to ensure the success of the priorities of the departments.


MINIMUM QUALIFICATION AND REQUIREMENTS

  • Possess a Master’s Degree in Library Science from an accredited college or university
  • Two (2) years of experience in selecting and managing materials, or the incumbent
  • Skill in communicating, collaborating, and establishing effective working relationships
  • Excellent organizational, oral, and written communication skills.
  • Experience in long-range planning and budget management
  • Proficient knowledge of the ILS, spreadsheets, web, and other computer applications
  • Demonstrated ability to work in a collaborative, service-oriented environment.
  • Project management and planning skills desired
  • Ability to use and integrate new technology into work responsibilities.
  • Knowledge of best practices in collection development
  • Employs changing technologies, databases, searching tools, etc., and seeks applicable training to enhance such skills.
  • Possess at least 1 year of experience at the next lower grade level (CS11) | Applicable to District employees’ candidates

WORKING CONDITIONS/ENVIRONMENT

Work involves everyday risks or discomforts typically associated with libraries, offices, and meeting and training rooms, which are adequately heated, lighted, and ventilated.


DISTRICT REFERENCE CHECK

Tour of Duty/Schedule: This position primarily works during standard business hours with flexibility to perform duties during evenings and weekends to support operational needs.

Appointed Salary - The selected incumbent will be appointed at the appropriate salary rate of a CS 12.

Budgeted Salary - This position is budgeted for a minimum salary of $92,656 to a maximum salary of $104,168.

RESID
IENCY REQUIREMENT

A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, an attorney position in the Legal Service (series 905) other than the Senior Executive Attorney Service (SEAS), or an attorney position in the Excepted Service (series 950) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.


EMPLOYMENT BENEFITS

Selectee will be eligible for health and life insurance, annual (vacation) and sick leave, and will be covered under the District of Columbia government's retirement plan. However, if the selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.
