Job Description

YRCI is seeking full-time Management Analyst (Classification - Manpower) Specialists to support our client located in Washinton DC

  • Assist with organizational redesign and structure, using classification experience and training to ensure the organization is compliant with all Federal regulations.
  • Assist Federal staff to ensure accuracy of organizational structures, Fair Labor Standards Act (FLSA) codes, Bargaining Unit Status (BUS) codes, Central Labor Councils (CLC), cyber codes, Testing Designated Position (TDP), certifications, supervisory level, position sensitivity, non-disclosure; and upload all Position Descriptions (PD) into the existing PD library and USA Staffing (USAS).
  • Provide Subject Matter expertise on organizational design and structure, Federal job position classification, position management, compensation administration, FLSA coverage, and the adjudication of employee appeals (i.e., on job grading, PDs).
  • Audit all components of selected PDs to ensure accurate application of designations of the FLSA, BU eligibility, and Position Sensitivity.
  • Review report of active PDs and moves old PDs into archived folder; conduct position audits; meet with leadership.
  • Perform all necessary review and analysis, including conducting interviews and research, and engage in appropriate coordination with agency Human Resources (HR) personnel in order to provide clear and correctly written PD.
  • Conduct desk audits as required; prepare audit questionnaires; develop audit report based on the administrative record and employee and supervisory interviews; and prepare an evaluation statement based on a thorough analysis of the position information and applicable classification standard(s).
  • Demonstrate recent experience and skill in multi-tasking in a fast-paced environment.
  • Collaborate with Federal managers and executives to help them navigate the Federal classification process.
  • Command of Title 5 Federal classification regulations and OPM classification rules and policy.
Job Requirements
  • Must be a U.S. Citizen.
  • Must have a minimum of 5 years of hands-on operational experience as a Management Analyst with regard to classification and manpower levels.
  • Bachelor's degree required. Additional years of experience may substitute for a degree.
  • Performed recent Federal classification operational services since Hiring Reform 2010 which included communications support and advice, and development of initiatives.
  • Experience writing and classifying Federal PDs and facilitating PD evaluations.
  • Proficiency with Word, Excel, email applications, and Windows Operating Systems.
  • Obtain and maintain the government required background investigation.
