Management Analyst I: $5,436 - $7,649 per month

The City of Redding is inviting applications for a full-time Management Analyst I position in the Parks Department. This position includes data management, reporting, and coordination with other departments. The Management Analyst I will support ongoing projects and provide key assistance to department leadership.

We are looking for someone to

• Analyze and evaluate existing and proposed administrative policies, practices, procedures, and techniques; perform analytical work involved in support of department administration, organization, projects, programs and operations including but not limited to, budget, goals and objectives, equipment, facilities, productivity, efficiencies, reliability, cost effectiveness, and provide recommendations for improvement or enhancement; assist with strategy, development and implementation as required.
• Assist in the development of reports and studies through research and analysis, coordinating material from various sources, and writing and/or editing narratives. Prepare and/or assist in the preparation of a wide variety of rules, regulations, reports, manuals, procedures, publications, documents, etc. Prepare and conduct studies or surveys and provide information and recommendations. Research, evaluate and prepare statistical, financial and demographic data for staff reports, studies, surveys and analyses.
• Investigate, analyze, develop, and prepare special studies or projects. Oversee a variety of special issues, problems, procedures, and assignments, including planning, organizing, coordinating or facilitating a variety of activities, accounts, projects or programs. Assist in the analysis and resolution of management information system problems and needs. Recommend improvements and modifications.
• Coordinate assigned work with related activities by other City departments, governmental agencies, public or private organizations. Identify interdepartmental and/or interagency cooperation or cost-sharing opportunities. Effective working relationships are maintained.
• Develop, implement and oversee public information and educational programs to foster public understanding of City goals, policies, programs and services. Activities include, but are not limited to web site design, content and maintenance; public presentations; preparation of educational materials and publications; prepare press releases or conduct media interviews.
• Prepare and/or assist in the preparation of reports related to programs, projects or facilities for City Council, Commissions, Committees, Boards or other meetings. May represent the Department or the City at such meetings. Prepare and/or oversee the preparation of presentation materials including maps of property or facilities.
• Develops grant proposals. Research and prepare and/or assist in the preparation and processing of grant applications for federal, state or other public agency and private sector funding. Review, monitor and evaluate existing programs for grant eligibility and compliance with grant regulations. Prepare, submit and follow-up on periodic and final billings for grants. Work with other agencies on joint grant applications. Prepare detailed reports regarding grant applications.
• Research and analyze legislation affecting City or departmental policies, procedures and operations. Prepare report and make recommendations. Ensure compliance of departmental functions with pertinent laws, federal, state and local regulations and ordinances.
• Act as liaison with other departments, governmental agencies, non-governmental agencies or groups, and the general public. Attend meetings and represent the City or assigned department. Answer questions and provide information. Investigate problems or complaints and recommend corrective action.
• Assist in budget preparation and perform analysis and administration, including cost analysis, revenue forecasting, and capital project financing. Provide economic and statistical analysis; prepare justifications and present reports. Monitor expenditures and approve invoices and purchases. Meet with managerial staff regarding needs, expenditures and adjustments. Assist in and/or prepare, maintain and review all division operating, multi-year, and capital improvement budgets.
• Prepare and/or assist in the administration, enforcement, preparation, evaluation, and monitoring of contracts, agreements, leases, bond issues, requests for proposals, quotations for services, requests for qualifications, memorandums of understanding, etc. Prepare reports and recommendations as required.

• Conduct research and analyze data, prepare detailed analytical reports and provide recommendations and/or administrative assistance
• Draft correspondence, policies, resolutions, ordinances, reports, procedures, rules, regulations, publications, contracts, agreements, etc.
• Make extensive use of personal computers, applicable software and database programs
• Become familiar with pertinent federal, state, and local laws, codes, and regulations
• Work with sensitive and confidential information; plan, initiate and complete assignments with a minimum of direction; communicate clearly and concisely both orally and in writing; establish cooperative work relationships with those contacted in the course of work.

Education & Experience:

• Any combination of education and experience that provides the knowledge and abilities listed within this classification specification is qualifying.
• Typical education includes courses leading to a bachelor's degree, from an accredited college or university, in business administration, public administration or a related field.
• Typical One year of professional or paraprofessional experience in a staff capacity participating in research, study and analysis of management, budget, organizational or procedural problems.

Examination Process: A written examination will be administered.

• If you are a current City of Redding Employee and took and passed the Management Analyst examination within the last 5 years, you are not required to retest and may retain your prior score, OR, if you prefer, you may retest to receive a new score. You will not have the option of retesting and keeping the better of the two scores. Your name may remain on the eligibility list for a period of five years before you will be required to test again, unless significant changes are made to the examination. Either way, you must submit an online application and select the appropriate box on the supplemental question that asks to either "Retest" or "Retain" your previous score.

Selection Process:
Final appointment is contingent upon:

• Positive past employment references
• Review of a driver history record (depending on position)
• Passing a city paid fingerprint criminal conviction check (applicants 18 and older)
• Passing of a pre-employment medical exam and drug and alcohol screening test (depending on position)

Veteran’s Credit: Applicants who attach a copy of the DD-214 to their application indicating “Honorable Discharge” from military service and receive a passing score on the examination process will have two (2) additional points added to their final examination score.
