The position

The Aga Khan Agency for Habitat Pakistan invites applications for the position of Manager Finance based at the Islamabad office. The role entails the following key responsibilities and requires candidates to meet the criteria outlined below.

Job Summary:
The Manager Finance is responsible for leading grants compliance, financial reporting, budgeting, and audit coordination functions at the AKAH Pakistan Head Office, Islamabad. The role ensures financial integrity, donor compliance, regulatory adherence, and timely reporting to internal and external stakeholders. The position plays a critical role in safeguarding organizational reputation, strengthening internal controls, and enabling informed strategic decision-making.

Key Responsibilities:
  • Lead preparation and review of donor financial reports, statements of expenditure, and fund requests in accordance with grant agreements and donor guidelines to ensure full compliance and minimize financial risk.
  • Prepare and submit monthly and periodic financial reports to the AKF, Donors, Head Office (Geneva) and management, ensuring accuracy, completeness, and alignment with IFRS and internal policies.
  • Liaise with external auditors and donor-appointed auditors to facilitate successful completion of audits by providing required schedules, documentation, and responses to audit observations; ensure timely closure of audit findings.
  • Coordinate with internal audit functions and support regional teams in implementing audit recommendations to strengthen financial controls and governance systems.
  • Lead preparation of organizational annual financial statements, budgets, multi-year forecasts and donor funded project budget by developing working papers, cost estimates, and financial projections in coordination with program and resource mobilization teams.
  • Liaise with Grant & Review Boards and internal funding platforms to discuss audit queries, cash requests, budget approvals, and treasury-funded projects, ensuring adequate liquidity for operations.
  • Oversee monthly fund requests, monitor cash flow requirements across projects, and ensure availability of funds for timely project implementation.
  • Conduct monthly financial analysis, review budget variances, and coordinate with program managers to identify corrective actions and improve financial performance.
  • Ensure compliance with tax laws, regulatory requirements, Companies Act provisions, and organizational financial policies.
  • Partner with Procurement, Administration, IT, and Human Resources sections for resource allocation oversight and financial management.
  • Supervise and mentor finance staff across head office and regions; assign tasks, monitor performance, and conduct appraisals to ensure high-quality financial operations.

The requirements

Key Qualifications & Experience:
Education
  • A Master’s degree in Accounting, Finance, Business Administration or Commerce.
  • Professional qualifications such as ACCA or ACMA.
Experience
  • Minimum 8 years of post-qualification professional experience in finance and accounting, preferably within an NGO, INGO, or donor-funded environment.
  • At least 3–5 years of managerial experience in a similar role, including supervising finance teams and managing multi-project finance operations.
  • Proven experience with ERP systems (e.g., MS Dynamics or similar) for financial reporting and analysis.
  • Strong knowledge of IFRS, donor grant compliance frameworks, and financial regulations.

Key Knowledge, Skills & Abilities (KSAs):
  • Strong knowledge of financial management, IFRS, grant compliance, donor reporting guidelines, and regulatory requirements.
  • Expertise in budgeting, forecasting, financial analysis, and variance monitoring to support strategic decision-making.
  • Experience in grant management, donor reporting, and preparation of fund requests and SOEs.
  • Proficiency in ERP systems, MS Excel, and financial software for analysis, reconciliations, and reporting.
  • Skilled in audit coordination, internal controls, and resolving observations with internal and external auditors.
  • Demonstrated leadership and team management, including planning, assigning, and evaluating staff performance.
  • High integrity, analytical thinking, and ability to work under pressure in a multi-donor environment.
  • Advanced proficiency in MS Office, particularly Excel, with strong skills in data analysis, reporting, and financial modeling.
  • Excellent interpersonal and communication skills, with the ability to liaise effectively with internal and external stakeholders.

About the Agency

A new agency, the Aga Khan Agency for the Habitat (AKAH), works to ensure that people live in physical settings that are as safe as possible from the effects of natural disasters, that residents who do live in such high risk areas are able to cope with disasters in terms of preparedness and response, and that these settings provide access to social and financial services that lead to greater opportunities and a better quality of life.
