Manager HR

One Network is seeking a highly competent and hands-on Manager Human Resources to manage the complete HR function for a fast-growing organization delivering Intelligent Transportation Systems (ITS), smart city solutions, enterprise technology, infrastructure, and consulting services across Pakistan.

The role requires an HR professional capable of managing HR operations and talent, supporting large-scale, project-based technical teams, and acting as a strategic partner to senior management.

Duties & Responsibilities

1. HR Operations, Governance & Compliance

  • Manage end-to-end HR operations including policies, SOPs, employee records, contracts, and compliance.
  • Ensure compliance with Pakistan labor laws, statutory requirements, audits, and internal controls.
  • Develop, implement, and continuously improve HR frameworks aligned with One Network’s operational and project needs.
  • Maintain HR documentation for HQ and regional/project offices.

2. Talent Acquisition & Workforce Planning

  • Lead full-cycle recruitment for technology, ITS, OFC, power, data center, software, project management, and corporate roles.
  • Partner with department heads and project directors for manpower planning and mobilization.
  • Ensure timely hiring of quality technical resources aligned with market and PASHA benchmarks.
  • Manage onboarding and deployment of project-based and permanent resources.

3. Employee Lifecycle & Performance Management

  • Oversee onboarding, probation, confirmations, performance evaluations, promotions, and exits.
  • Design and manage performance management systems (KPIs/OKRs) aligned with enterprise and project goals.
  • Handle employee relations, grievances, disciplinary matters, and conflict resolution.
  • Conduct exit interviews and workforce analytics to reduce attrition.

4. Compensation, Benefits & Payroll Coordination

  • Develop and manage competitive salary structures aligned with tech industry and PASHA benchmarks.
  • Coordinate payroll, attendance, leave management, and benefits administration.
  • Ensure internal equity, cost control, and performance-linked compensation practices.

5. Learning, Development & Organizational Culture

  • Identify training needs for technical, engineering, and project teams.
  • Coordinate leadership development, succession planning, and skill enhancement programs.
  • Promote a strong, ethical, and performance-driven culture aligned with One Network’s mission.

6. HR Strategy & Management Advisory

  • Act as a trusted HR advisor to C-suite, project directors, and senior leadership.
  • Support organizational design, restructuring, and workforce optimization.
  • Prepare HR dashboards, reports, and insights for management review and decision-making.

Skills & Technical Competencies

  • Strong command of HR operations, labor laws, and compliance
  • Proven experience in technical, engineering, and project-based hiring
  • Expertise in performance management and compensation structuring
  • Salary benchmarking (PASHA / tech industry)
  • Strong stakeholder, negotiation, and conflict management skills
  • Excellent documentation, reporting, and analytical abilities
  • Ability to manage HR operations independently with high ownership

Education & Experience Requirements

  • Bachelor’s or Master’s degree in Human Resource Management, Business Administration, or related field
  • 6–10 years of progressive HR experience, preferably in:
  • Technology & IT Consulting
  • Infrastructure / ITS / Smart City projects
  • Engineering or enterprise solution organizations
  • Demonstrated experience managing HR single-handedly
  • Experience supporting HQ and regional/project-based teams

Certifications (Required / Preferred)Required / Strongly Preferred

  • SHRM-CP / SHRM-SCP
  • PHR / SPHR (HRCI)

Job Type: Full-time

Pay: Rs200,000.00 - Rs250,000.00 per month
