Position: Manager Monitoring & Evaluation
Location: Islamabad
Education: Master's in Social Sciences/Statistics/Economics/Public Policy or any other related discipline
Experience: 5-6 years of working experience as a Monitoring & Evaluation professional and managing field level data collection of quantitative and qualitative data for M&E. Specific expertise in FCDO MEL frameworks and reporting.
Skills:
- Experience in monitoring and evaluation of an educational project and managing field level data collection of quantitative and qualitative data for M&E.
- The M&E manager should have effective leadership, interpersonal and communication (written & verbal) skills, good knowledge of programme management methods; credibility to advise programme teams in relation to monitoring and evaluation.
- The M&E manager should be a target oriented, deadline focused, consistent in follow up with a highly proactive team working attitude.
- In addition, should have skills related to usage of statistical software e.g., Excel, Power Point, KOBO, SPSS, STATA.
Job Description:
- Work closely with the British Council, relevant partners, and the ILMpact project team in ITA to develop an overarching monitoring and evaluation (M&E) framework for the program, embedded in the Theory of Change (TOC) and project logframe.
- Provide technical support to the team and timely produce accurate and updated information on the progresses, achievements, backlog in the activities, impact, results, and value-for-money narratives related to program indicators for monthly, quarterly, and annual internal reports. Coordinate regularly with the M&E focal person in partner organizations and provide feedback to the British Council team well on time.
- Provide technical expertise on development of M&E tools and instruments to the ILMpact project team both in ITA and other partner organizations for data collection to ensure reporting of robust KPI achievement evidence.
- Build capacity of M&E team, internal programme team including strategic partners, and downstream partners through continuous professional development process in data collection from the field and reporting against M&E tools developed.
- Provide advice to the core team, strategic partners and the communication team for improvement through authentic and useful information relating to the project.
- Review monitoring and evaluation reports and enrich the quality and standard of the reports to make these more presentable to the British Council and relevant partners for the internal & external compliance.
- Ensure adherence to ITA's and British Council's code of conduct, policies, and procedures, as well as compliance with Safeguarding and PSEA policies.
- Liaise with and provide relevant M&E information to communications team related to project outcomes for project marketing and outreach purposes.
- Identify and develop best practices and lessons learned for the programme interventions on different thematic areas
- Work with the M&E team to develop an MIS system for collection and management of data with downstream partners, and strategic partners with dashboards. Ensure data protection protocols are applied consistently.
- Lead on design and implementation of project impact evaluation study in line with FCDO and British Council’s reporting mechanisms.
- Work in close coordination with the HOD including Senior Management to ensure milestone monitoring and reporting to the British Council.
