Manager-Traffic - DPW-Traffic Admin

Position Summary

Position is responsible for managing, planning, organizing, and executing the operational functions and oversee Traffic Signal Operations. Including but not limited to the maintenance and repair of the city's twelve hundred traffic control signals and operating systems. Accountable for the daily operations and direction of staff who are responsible for street maintenance. Interacts with other city agencies, departments, divisions and partners.

Position Responsibilities

Responsible for the performance of personnel in Signal Operation's.

Coordinating preventative maintenance for all signalized intersection and daily operational functions through effective and efficient planning, delegation and follow up.

Overseeing the response to emergency calls of signalized intersection in a timely manner.

Develop implements and maintains procedures for the Traffic Signals for the City-County.

Tracks revenues and expenses and identify areas of increasing operational expenditures.

Ensures adherence to policies, procedures and local and state laws.

Provides consultation and assistance regarding specific matters within identified area of expertise.

Monitors the appropriate records and daily maintenance logs for all signal personnel.

Open communication with other areas/sections, utilities, private contractors, engineers, other departments and city agencies for the purpose of maintaining traffic signals.

Response to complaints and addresses the concerns of citizens.

Assures effective communications are maintained within areas of responsibility by informing management and employees of plans and progress and conducting discussion sessions at regular intervals.

Compiles updates and monitors various financial reports by using a computer. Must verify and reconcile financial information.

Accountable for the approval of time and attendance records and handles daily scheduling of labor forces.

Conducts tasks related to inventory and ordering of materials, provides information for budgeting purposes.

Utilizes management abilities with bargaining unit employees, adhering not only to union contract but also to city policy/procedure and safety manuals.

Duties/responsibilities expand where necessary to accomplish the many diverse tasks involved in the traffic engineer operations.

Qualifications

Bachelor's degree in Electronics/Electrical Engineering and five (5) to seven (7) years related work experience or International Municipal Signal Association (IMSA) level III certification in Traffic Signals. Any combination of education and/or related work experience totaling nine (9) years is acceptable. Comprehensive knowledge on the National Electrical Code (NEC) and the Manuel on Uniform Traffic Control Device (MUTCD) as it applies to signals, signs and marking. Must possess the ability to read and understand intersection design/lay out and schematic diagrams. Must have proficient knowledge with MS Office: Word, Excel, and Outlook and strong office management experience. Ability to maintain professional demeanor in stressful situations and resolve problems. Can easily multitask, prioritize and work independently as well as within a team with a variety of personalities. Able to easily change priorities and direction as the need arises. Creatively solve problems with a critical eye for detail. Take a high degree of ownership in their role on the team. Excellent writing skills and verbal communications skills are required.

Independent Judgment

This position requires a high degree of independent judgment as unforeseen circumstances may arise where no established policies and procedures exist. Errors in judgment may cause inconsistencies and inconveniences as well as regulatory and budgetary problems.
