Position Summary



Responsible for coordinating and administering the purchasing procedures for the resort in accordance with Sandia Resort Procurement procedures and regulations of the Sandia Tribal Gaming Commission. Oversees the Shipping & Receiving Department.

Essential Duties and Responsibilities



  • Coordinates and supervises the department’s primary function to service all specified departments by buying, expediting, inventorying, receiving and delivering the supplies and services necessary for the proper operations of the resort.
  • Oversees the inventory control and distribution process for Shipping & Receiving, Mailroom, and Uniform Room.
  • Recommends and develops policies and procedures within the limits of authority.
  • Prepares and monitors contracts, outlining performance standards and terms and conditions. Coordinates appropriate legal reviews and secures signatures within authority limits.
  • Maintains a centralized contract management system.
  • Ensure compliance with department standard operating procedures, internal controls, and Gaming Commission requirements.
  • Prepares complex requests for bids and proposals, issues formal solicitations, and analyzes vendor responses.
  • Confers with department representatives to determine specific procurement needs.
  • Punctual and regular attendance is an essential responsibility for all team members and are expected to report to work based upon the assigned schedule each day in accordance with the Attendance Policy for Pueblo of Sandia.

This position has Key Performance Indicators (KPI’s) identified as a measurement of success. KPI’s will be shared with all team members who work in this job title and feedback will be provided regarding the successful completion of the KPI’s as part of the performance review process.



Knowledge, Skills, and Abilities


  • Ability to work effectively with diverse populations.
  • Ability to analyze purchasing requests/orders for compliance with resort procedures.
  • Ability to document work in progress.
  • Ability to evaluate procurement bids in accordance with established criteria.
  • Ability to prepare bids, requests for quotes, and proposals in compliance with Pueblo of Sandia / Sandia Resort business policies.
  • Knowledge of business and legal provisions of contract administration and negotiation
  • Records maintenance skills.
  • Ability to complete moderately complex administrative paperwork.
  • Ability to use independent judgment and to manage and impart confidential information.
  • Ability to supervise, coordinate, direct and assign work.
  • Ability to work odd and unusual hours, including weekends.

Education and Experience



Required:

  • Bachelor’s Degree in Business Administration, Accounting, Finance or related field
  • Five (5) years’ experience in purchasing or related field,
  • Three (3) years management experience with complex contracts, bids, proposals and evaluation processes as well as supply chain processes including procurement, distribution and inventory control.
  • Must be at least 21 years of age.

Note: Any combination of education from an accredited college or university and/or direct experience in this occupation may substitute for the required education and experience.



License/Certifications/Registrations


  • Must be able to obtain and maintain the required STGC Gaming License
  • Will require a pre-employment and random drug screening.

Balancing

Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. This factor is important if it occurs to a considerable degree and requires substantial use of upper extremities and back muscles.

Extending hand(s) and arm(s) in any direction.

The ability to perceive the nature of objects by the eye.

Job requirements include, in the performance of duties, walking throughout the work area, on various work surfaces throughout internal or external locations.

Particularly for sustained periods of time.

Stooping


Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
