Job Summary:

The Monitoring & Evaluation Specialist will lead the design and implementation of a robust monitoring, evaluation, and quality assurance framework for an anticipatory project. The role involves developing systems, tools, and indicators to track project performance at process, output, outcome, and impact levels. The Specialist will ensure data integrity, oversee progress monitoring, conduct evaluations, and produce timely analytical reports to inform decision-making. This position will also strengthen data management systems, promote evidence-based learning, and ensure compliance with donor and government reporting requirements

This position is being advertised for an anticipatory project, with the duty station to be based in either Islamabad or Lahore.

1- Development of M&E Framework & System (30% of the time):

Develop a systematic monitoring, evaluation and quality assurance framework for reporting progress on BCC project activities and outcomes.

Develop a monitoring and evaluation system including program wise process, output, outcome and impact level indicators for BCC progress monitoring. Also, prepare annual monitoring and evaluation plan consistent with M&E Framework.

Develop and implement standards, guidelines, procedures and methodology for creating a database environment for data planning, identification of data sources, collection of data, and data processing, analysis, and reporting.

Develop appropriate instruments to measure and analyse the effectiveness and efficacy of various BCC project interventions with reference to their objectives, deliverable/outcome, cost, quality, timelines etc.

Prepare annual M&E plans consistent with the overall M&E framework.

Develop standards, guidelines, procedures, and methodology for creating and managing databases for data collection, processing, analysis, and reporting.

Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for design and implementation of BCC strategy and campaigns.

2- Monitoring & Data Management (20% of the time):

Supervise and ensure monitoring of project implementation and achievement of targets per the M&E framework, including assumptions, risks, and indicators.

Review the quality of existing data, assess collection methods, and ensure data reliability for baseline, design, and implementation of BCC strategies.

Develop appropriate instruments to measure and analyse the effectiveness, efficiency, and impact of BCC project interventions with respect to objectives, deliverables, cost, quality, and timelines.

Maintain and manage data systems to support planning, decision-making, and reporting.\

3- Evaluation, Research & Learning (25% of the time):

Develop learning and evaluation plan for the project.

Conduct targeted evaluations and operations research on the implementation of BCC campaign and training and capacity building programs.

Analyze M&E data to identify trends, lessons learned, and best practices for improving project performance.

Provide technical advice to project staff on M&E approaches, tools, and data utilization.

Support continuous learning by documenting good practices and incorporating feedback into project implementation.

4- Reporting & Stakeholder Communication (20% of the time):

Prepare monthly/quarterly report to update PRMSC and other stakeholders on compliance monitoring, social and environmental safeguards monitoring, women & girls dimensions monitoring with the help of concerned sector specialist.

Prepare monthly, quarterly, and annual progress reports to update stakeholders on project performance.

Integrate monitoring of social and environmental safeguards and compliance aspects with support from sector specialists.

Promote and support the dissemination of project information among the project team and key stakeholders.

Provide actionable recommendations based on M&E findings to inform project decision-making and strategic planning.

Develop and implement the Feedback and Accountability mechasinm for project as per CI accountability framework.

5- Other responsibilities as assigned: (05% of time)

Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.

A) Qualifications (Know How)

A university degree in Economics, Statistics, IT or a relevant discipline.

B) Experience/ Technical Skills

12 years of relevant work experience in matters related to monitoring & evaluation, quality assurance, data handling & analysis etc.

Preferably, experience of working in similar projects/assignments in similar capacity, with international donors, and in organizations with comparable conditions.

Experience in WASH, behaviour change communication, or community development projects.

Familiarity with digital data collection tools, dashboards, and visualization software.

Experience in training staff on M&E methods and tools.
