Job Description:

Provides strategic leadership, ensures alignment with NCA standards, oversees all sectors, coordinates major stakeholders, and enables rapid decisions at national level. The position will be based in SPO-National Center Islamabad for the project “Restoring dignity, reviving hopes - Pakistan Flood response 2025.

Main Responsibilities:

Strategic Leadership & Coordination:

  • Lead strategic planning and implementation of the emergency humanitarian response.
  • Ensure response activities are well-coordinated, aligned with SPO’s and donors’ priorities.
  • Represent SPO in relevant national-level coordination platforms (clusters, INGO forums, NDMA/PDMA, etc.).

Program Oversight:

  • Supervise teams working on WASH, MPCA, Gender, Protection, MEAL and other emergency sectors.
  • Ensure rapid and effective response planning and decision-making based on evolving needs.
  • Oversee timely implementation, reporting, and monitoring of emergency projects.

Stakeholder Engagement:

  • Maintain strong coordination with donors, UN agencies, government bodies, and NGOs.
  • Facilitate effective collaboration with implementing partners and local stakeholders.
Donor Reporting:
  • Ensure timely preparation and submission of high-quality donor reports in coordination with MEAL, finance, and program teams.
  • Consolidate field inputs and data to develop accurate narrative and financial reports as per donor requirements.
  • Ensure donor reporting formats, deadlines, and compliance standards are strictly followed.

Compliance & Standards:

  • Ensure adherence to donor and humanitarian standards (CHS, Sphere, safeguarding, etc.).
  • Support risk management, accountability, and compliance with donor requirements.

Field Operations & Travel:

  • Provide direct oversight to field teams and ensure alignment with emergency response goals.
  • Conduct regular field visits to support implementation, monitor activities, and resolve issues.
  • Ensure logistical and operational challenges in the field are addressed promptly.

Human Resource Management:

  • Manage field teams to ensure effective performance and cohesion under emergency conditions.
  • Liaise with Regional Managers on staff performance and attendance.
  • Address team conflicts and promote ethical conduct and accountability

Job Requirements:

  • Master degree in social sciences with working knowledge in the development sector
  • 10 years working experience and Knowledge in development sector
  • Knowledge of social sector, political and governance issues in Pakistan
  • Any other task assigned by the supervisor
