Job Description

Research Analysts work in an advanced capacity exercising qualitative and quantitative skills in monitoring, analyzing, and reporting on specialized data sets, subject matter, County programs and services, selected events, public policy, and legislative oversight.

As a Research Analyst, you will analyze large datasets to ensure an accurate, timely, and thorough understanding of critical issues. You will exercise considerable independent judgment, discretion, and initiative in facilitating analysis, aggregating data, quality control, and reporting activities. General direction is received from a senior analyst who evaluates the work for quality in the effective analysis for the stakeholders.

Essential Responsibilities

  • Perform advanced and professional research work in the Office of the Commission Auditor.
  • Identifies, reviews, researches, and analyzes County policy, County programs’ operations, and procurement transactions.
  • Provide objective and critical analyses, reports, and briefings to the Commission Auditor.
  • Presents research findings to stakeholders.
  • Correspond with and receive input from other Office of the Commission Auditor staff, the Commission and its staff, County administrators, and the County Attorney's Office
  • Facilitate special analysis projects.
  • Analyze proposed legislation to provide historical analysis and relevant background information.
  • Reviews BCC committee meetings and prepares post meeting briefing notes for OCA senior management.
  • Work with large data extracts to build analytical and reporting models.
  • Collaborating with team members with various Subject Matter Expertise.
  • Additional ad-hoc assignments may be requested at the discretion of the Manager and Commission Auditor.
  • The incumbent exercises considerable independent judgment and technical expertise in developing contract requirements, contract specific language, and detailed evaluation criteria for highly complex acquisitions as determined by management. This position handles aII types of solicitations, including Invitations to Bid (ITB), Requests for Proposals (RFP), Requests for Information (RFI), and Requests for Qualifications (RFQ). In addition, the incumbent ensures that all purchases are made in accordance with County Ordinances and Administrative Orders and interprets procurement policy, procedures, and contractual standards.

Preferred Knowledge and Skills

Experience with data analysis, Power BI, auditing, management consulting, and business operations. Overall critical thinking and intellectual curiosity

About The Office of the Commission Auditor

The Office of the Commission Auditor was established in 2002 by the voters of Miami-Dade County after their approval of the Home Rule Charter Amendment to create the position of Commission Auditor in order to provide financial, legislative, research analyses and independent audits to assist the Board of County Commissioners' decision-making process by helping to ensure governmental accountability, transparency, and the best use of public resources.

The Office of the Commission Auditor's duties include reporting to the Board of County Commissioners (Commission) on county departments and external agencies' operations to assess whether the fiscal and legislative policy directions of the Commission are being efficiently and effectively implemented.
