Job Purpose
The Country Operation & Maintenance Manager reports directly to technical director and oversees the Technical Support Manager, Regional Manager, and the wider O&M team within the operating market. The position focuses on ensuring that all day-to-day activities related to towers operations and maintenance are handled by the TASC team and/or TASC external vendors according to TASC policies and procedures according to local regulations. As the operations team leader, the O&M Manager should have substantial experience of tower technical design, tower configurations, tower integrity, ideal site conditions, technical team management, and health and safety regulations.
Roles and Responsibilities

Ensure all operations and maintenance activities are completed smoothly within specified service level agreements.

Check and calculate the fuel consumption for the sites bases on Generator running hours.

Allocate projects, milestones, and activities optimally, such that overall team performance is efficient and effective, and all due dates are met as expected.

Monitor and manage technical resources and processes for a team of technicians and external vendors.

Act urgently to resolve issues related to any emergency related to tower operations and safety.

Resolve technical issues related to TASC Towers functional design, lighting systems, tower configurations, tower integrity, site access and other minor problems.

Ensure proper documentation of all performed activities related to towers operations and maintenance, according to TASC policies and procedures, according local regulations.

Ensure that the operations and maintenance team operate within its allocated budget.

Oversee any contracts signed with external vendors that are related to operations and maintenance.

Deliver training to the technical team to ensure technological readiness and outstanding performance.

Cross-collaborate and communicate with other department members and managers, to ensure all tickets are appropriately resolved, and any urgent matter is handled adequately.

Ensure that network availability complies with the SLA agreed upon with the mobile network operator (MNO).

Participate in the creation of the yearly O&M budget.

Develop and initiate KPIs to assess vendor performance.

Oversee the monthly review and closing with each MNO.

Perform any relevant tasks as assigned by the Line Manager.
Required Qualifications
Education

Bachelor’s degree in engineering or related technical discipline

PMP or other master’s degree preferred
Experience

Seven (7) years’ experience with field operations and site maintenance and repair, including teams and vendors management

Minimum five (5) years of experience in the Middle East market
