Job Title: Personnel Manager

Location: Dubai, UAE

Employment Type: Full-Time

Key Responsibilities:

  • Develop and execute a comprehensive global talent acquisition strategy to identify and attract skilled professionals for building contracting.
  • Utilize diverse channels for international sourcing, including global job boards, professional networks, international recruitment agencies, and industry-specific events.
  • Manage the full recruitment lifecycle for overseas candidates, including screening, virtual interviewing, and coordinating with hiring managers across different time zones.
  • Build and maintain a robust pipeline of qualified international candidates for current and future needs.
  • Act as the primary expert on the UAE work permit and visa sponsorship process, including employment visas, residence permits, and Emirates IDs.
  • Manage the complete workflow on the Ministry of Human Resources and Emiratisation (MOHRE) portal for quota approval, work permit issuance, and contract attestation.
  • Liaise with and manage the company's PRO to facilitate all government transactions related to employee visas, ensuring accuracy and timeliness.
  • Guide new hires through the medical fitness test, biometrics, and all other steps required for residency.
  • Manage the visa cancellation and labour card cancellation process for departing employees in full compliance with UAE regulations.
  • Develop and manage a comprehensive relocation program for international hires, including coordination of flight bookings, temporary accommodation, and area orientation.
  • Facilitate a smooth onboarding process, including opening bank accounts, obtaining a UAE driver's license, and cultural integration support.
  • Ensure 100% compliance with the UAE Labour Law and all subsequent regulations.
  • Maintain meticulous and confidential employee records as per MOHRE requirements, including contract copies and visa documents.
  • Serve as the first point of contact for all employee relations matters, providing guidance and resolving issues in line with UAE legal standards.

Requirements:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Personal network with recruitment agencies and government typing centers in the UAE.
  • Fluency in Arabic (written & spoken) or other languages is a plus.
