Job Title: Personnel Manager (Human Resources Manager)

Department: Administration
Reports To: Library Director

Position type: full-time (40 hours/wk)

Salary: $21/hr

Position Summary

The Personnel Manager oversees all human resources functions for the Grayson County Public Library, ensuring effective recruitment, employee relations, compliance with applicable laws, and the development of a positive, inclusive workplace culture. This role supports the library’s mission by managing staff resources efficiently and ethically.

Key Responsibilities

1. Recruitment & Staffing

  • Develop and manage recruitment strategies to attract qualified candidates
  • Coordinate job postings, applicant screening, interviews, and hiring processes
  • Oversee onboarding and orientation for new employees
  • Maintain job descriptions and classification systems

2. Employee Relations

  • Serve as a point of contact for employee concerns and conflict resolution
  • Promote a positive and inclusive workplace environment
  • Advise supervisors on performance management and disciplinary actions
  • Support employee engagement and retention initiatives

3. Policy Development & Compliance

  • Develop, update, and enforce HR policies and procedures
  • Ensure compliance with federal, state, and local employment laws
  • Maintain employee handbook and related documentation
  • Oversee workplace safety and risk management practices

4. Compensation & Benefits

  • Administer salary structures, pay scales, and benefits programs
  • Coordinate health insurance, retirement plans, and leave policies
  • Conduct compensation studies and recommend adjustments

5. Training & Professional Development

  • Identify staff training needs and coordinate development programs
  • Support continuing education and certification opportunities
  • Assist in leadership development and succession planning

6. Records & HR Administration

  • Maintain accurate and confidential personnel records
  • Prepare HR reports and workforce analytics
  • Manage HR information systems and documentation
  • Maintain accurate accruals of paid leave in compliance with applicable wage and hour laws.

Required Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, or related field
  • Minimum of two (2) years successful human resources employment experience
  • Knowledge of employment laws and HR best practices
  • Strong interpersonal communication and organizational skills

Preferred Qualifications

  • HR certification (e.g., SHRM-CP, PHR)
  • Experience in a public library or government setting

  • Function under stress from deadlines, public contact, and changing priorities/conditions
