Planning & Project Controls Manager

Client-Side | Major Development Programme | Saudi Arabia

We are working with a leading client-side development entity in Saudi Arabia to appoint an experienced Planning & Project Controls Manager to lead the planning and controls function across a major development programme.

This is a senior client-side role with full responsibility for programme planning, schedule governance, contractor oversight, and executive reporting.

Role Overview

The Planning & Project Controls Manager will be responsible for managing the full planning and project controls function, ensuring projects are delivered in line with approved schedules, milestones, and reporting standards. You will act as the client’s authority on planning matters, working closely with consultants, contractors, and senior stakeholders.

Key Responsibilities

• Lead and manage the planning and project controls function across multiple projects
• Review, challenge, and approve baseline programmes, updates, and recovery schedules submitted by consultants and contractors
• Assess and evaluate Extension of Time (EOT) claims, delay analysis, and time impact assessments
• Manage all planning-related correspondence with contractors and consultants
• Develop and maintain programme dashboards, progress reports, and executive-level presentations
• Monitor project progress against key milestones and flag risks and mitigation measures
• Ensure planning standards, reporting formats, and controls are consistently applied
• Support senior management with accurate data for decision-making and governance reviews

Requirements

• Strong background in planning and project controls on large-scale developments
• Previous client-side, developer, or PMC experience is highly preferred
• Proven experience reviewing contractor programmes and managing EOTs
• Excellent knowledge of planning tools (Primavera P6 essential)
• Strong reporting, presentation, and stakeholder management skills
• Experience working on complex, multi-stakeholder projects in the Middle East is an advantage
