1. Workforce Planning, Recruitment & Records Management

Lead and execute the plant workforce hiring plan in line with operational and commissioning requirements.

Manage end-to-end recruitment for plant operations, maintenance, technical, and support functions, including high-volume hiring where required.

Coordinate and manage external recruitment agencies, manpower suppliers, and other hiring partners.

Ensure all candidates meet required qualifications, certifications, and competency standards, particularly for safety-critical and technical roles.

Maintain accurate and up-to-date employee records in compliance with company standards and Omani labour regulations.
2. Onboarding & Training Coordination

Oversee employee onboarding, HR induction, and site orientation programs for new hires.

Coordinate technical, safety, compliance, and soft-skills training in collaboration with internal stakeholders and approved external training providers.

Maintain training matrices, certification registers, and related compliance documentation.

Support Omanization objectives through structured onboarding, training, and employee development initiatives.
2.Employee Relations & Engagement
-
Act as the primary HR contact and escalation point for employee relations matters at the plant.

Advise and support managers on disciplinary processes, grievance handling, attendance, and performance management in line with company policy and Omani labour law.

Promote a respectful, safe, and engaged workplace culture aligned with company values.

Support employee welfare, accommodation coordination, and engagement initiatives to enhance retention and morale. 4. Compliance, Governance & HR Administration

Ensure full compliance with Omani Labour Law, company HR policies, and internal governance requirements.

Prepare and manage employment contracts, official letters, employee files, and HR reporting.
-
Liaise with relevant government authorities as required, including labour, social security, training, and ICV-related bodies.

Support internal and external audits related to HR processes and compliance.

Provide day-to-day HR administrative support and reporting to plant management and corporate HR. 5. HR Administration & Management Support

Provide comprehensive day-to-day HR administrative support for the Sohar plant, including employee records, correspondence, reporting, and documentation.

Ensure accurate maintenance of personnel files, HR systems, and statutory records in compliance with company standards and Omani labour requirements.
-
Prepare HR reports, dashboards, and workforce data as required by plant management and corporate HR.

Support payroll, leave administration, attendance tracking, and coordination with Finance, as required.

Provide HR advisory and operational support to the General Manager and Deputy General Manager.

Support special HR projects and initiatives assigned by plant leadership as required during commissioning and operational phases. Requirements

Timely and compliant resolution of employee relations issues, grievances, and disciplinary cases.

Participation and engagement levels in employee welfare and engagement initiatives.

Positive feedback from managers and employees on HR support and responsiveness.
4. Compliance, Governance & HR Administration

Timely preparation and accuracy of employment contracts, official letters, and employee documentation.

Compliance with audit requirements, including successful completion of internal and external HR audits.

Timely and accurate HR reporting to plant management and corporate HR.
-
Effective coordination with government authorities (labour, social security, training, ICV) without regulatory penalties or delays.
-
Bachelor’s degree in HR, Business Administration, or related field.
-
5–8 years of HR experience, preferably in manufacturing or industrial settings.
-
Strong knowledge of Omani Labour Law.
-
Experience in recruitment and employee relations.
-
Fluent in English; knowledge of Chinese is an asset.
-
Organized, proactive, and people-focused.
