Under general supervision, at a full performance level, this position provides complex clerical/technical support to the procurement specialist in the agency’s purchasing department.

Ideal Candidate Will:

  • Assist the procurement specialist as needed to review and process technical and financial documents required for the purchase of services, supplies, materials, and other commodities in accordance with state and agency policies and procedures.
  • Review purchase requisitions to determine if requested items are contracted or if bids must be solicited.
  • Process requisitions, purchase orders, bid proposals and quotations.
  • Contact vendors for pricing, product information and specifications.
  • Conduct follow up and tracking to finalize purchasing transactions.
  • Investigate and resolve problems regarding shipping discrepancies.
  • Maintain procurement documents, files, and records (e.g. purchase request, vendor files, etc.) in a systematic manner for the purpose of ensuring the availability of documents and compliance with established policies and procedures.
  • Review and pay invoices.
  • Review payment requests, purchase orders and related documentation for accuracy, completeness, and proper approval.
  • Coordinate assigned vendor services and resolve problems within scope of work.
  • Reconcile state purchasing card expenditures.
  • Be responsible for fleet management duties such as coding and processing of vehicle leasing and expense report.
  • Provide backup for pickup, delivery, and distribution of agency mail in the absence of primary staff.
  • Provide backup for Inventory Control Associate, maintaining adequate inventory control of supplies and equipment when needed.
  • Maintain knowledge of governmental purchasing policies and procedures.
  • Be able to enter numerical and technical information into computer system utilizing standard and specialized software such as Microsoft office programs and WVOasis.
  • Prioritize work and maintain output so that all deadlines are met.
  • Have good verbal and written communication skills and demonstrate a willingness to learn.
  • Be able to establish and maintain effective working relationships with others.
  • At the discretion of the Commissioner, perform other duties as assigned.

Ideal Candidate Must:

  • Be available for overnight travel for training purposes.
  • Be available twice a year for mandatory overtime during inventory counts.
  • Possess and maintain a valid drivers license for duration of employment.

Minimum Qualifications

Training: High school diploma or the equivalent.
AND
Experience: Four (4) years of full-time or equivalent part-time paid clerical experience which included purchasing supplies and maintaining inventory.
OR
Substitution: Bachelor's degree from a regionally accredited college or university may substitute for the required experience.
