Job Title: Procurement Engineer – Fast-Track High-End Construction Projects
Role Overview:
The Procurement Engineer is responsible for supporting and executing procurement activities for high-end, fast-track construction projects, including luxury hotels (5-star), resorts, museums, and landmark developments.
The role requires strong technical and commercial understanding to ensure that all materials, equipment, and subcontract packages are procured in line with project specifications, timelines, and budget constraints. Procurement Engineer plays a critical role in ensuring smooth coordination between engineering, procurement, and construction teams under demanding project schedules.
Key Responsibilities:
Procurement Planning & Execution
Support the development and implementation of procurement plans aligned with project schedules and priorities. Identify long-lead items and assist in securing timely procurement to avoid delays. Prepare and manage procurement schedules in coordination with project planning.
Technical Evaluation & Coordination
Review technical specifications, drawings, and BOQs to ensure accurate procurement requirements. Coordinate closely with engineering teams to clarify specifications and ensure compliance with design intent. Participate in technical evaluations of suppliers and subcontractors.
Vendor & Subcontractor Management
Source and engage with qualified local and international suppliers and subcontractors. Prepare and issue RFQs, analyze quotations, and support vendor selection processes. Maintain communication with vendors to ensure timely submission of offers and compliance with requirements.
Commercial Support & Negotiation
Assist in commercial evaluations, cost comparisons, and negotiation processes. Ensure procurement is aligned with approved budgets and commercial targets. Support the preparation of purchase orders and subcontracts in coordination with the Procurement Manager.
Fast-Track Procurement Execution
Ensure timely processing of procurement activities in fast-track project environments. Follow up on approvals, submittals, and vendor documentation to avoid delays. Coordinate expediting activities to ensure on-time delivery of materials and services.
Supply Chain & Logistics Coordination
Monitor manufacturing, delivery schedules, and logistics arrangements. Coordinate with suppliers and logistics teams for shipping, customs clearance, and site delivery. Ensure materials are delivered in line with project requirements and timelines.
Cost Control & Reporting
Track procurement costs and assist in maintaining budget control. Prepare procurement reports, comparison sheets, and cost analyses. Support value engineering initiatives where applicable.
Risk Management
Identify potential procurement risks such as delays, technical mismatches, or supplier issues. Escalate risks proactively and support mitigation measures. Monitor supplier performance and address issues in coordination with management.
Compliance & Documentation
Ensure procurement activities comply with company procedures, contract requirements, and applicable regulations in KSA. Maintain accurate procurement records, documentation, and audit trails.
Qualifications & Experience:
bachelor’s degree in engineering (Civil, Mechanical, Electrical, or related field). Minimum 5–10 years of experience in procurement within construction companies. Experience in fast-track and high-end projects such as luxury hotels, museums, or complex developments is preferred. Familiarity with international procurement and logistics is an advantage.

Timely processing of procurement packages. Accuracy and completeness of technical and commercial evaluations. Compliance with project specifications and requirements. Contribution to cost control and budget adherence. Supplier responsiveness and performance.

Ability to operate effectively in fast-track project environments. Strong coordination between technical and commercial teams. Proactive follow-up and problem-solving. Accuracy in procurement documentation and evaluations.
Reporting Line:
Reports to: Supply Chain Director
Interfaces with: Procurement Manager, Project Management, Engineering, Construction, Planning, Finance, and Vendors/Subcontractors.
