We are seeking a
procurement manager
with proven experience in
federally regulated sectors
in the UAE. The role ensures all sourcing, contracting, and vendor management activities comply with national regulatory frameworks, corporate governance mandates, and audit standards.
The ideal candidate has managed
end-to-end procurement cycles
from category strategy, supplier onboarding, and RFP execution to contract negotiation and post-award compliance monitoring within industries that require
strict adherence to regulatory and audit requirements
.
Key Responsibilities
-
Develop and execute procurement strategies ensuring compliance with UAE federal regulatory standards such as (CBUAE, TDRA, MOHAP, DoE, GCAA, etc.).

Manage vendor prequalification and risk assessments, and ensure adherence to AML, ISO, and ESG frameworks.

Lead RFPs/RFQs and tendering processes with transparency and audit readiness.

Negotiate complex service-level agreements, including regulatory, data privacy, and confidentiality clauses.

Collaborate with legal, compliance, finance, and audit teams to ensure contracts and supplier engagements meet policy thresholds.

Implement procurement controls, dashboards, and KPI frameworks aligned with corporate governance standards.

Conduct supplier performance reviews, issue CAPAs for non-compliance, and report metrics to management and regulators.

Maintain a digital supplier repository aligned with eProcurement or ERP platforms (SAP Ariba, Oracle, Coupa, etc.).

Support internal and external audits by maintaining complete procurement documentation and audit trails.
Qualifications & Experience

Bachelor’s in
Procurement, Supply Chain, Finance, or Engineering
(master’s preferred).

Minimum
8–12 years
of experience in
regulated sectors
(Banking, Energy, Healthcare, Government, or Telecom).

Strong knowledge of
UAE federal procurement policies, public tender laws, and compliance regulations
.

Professional certification preferred:
MCIPS, CPSM, PMP, ISO27001 Awareness, or Compliance Auditing
.

Proficiency in ERP systems and vendor governance tools.

Strong interpersonal, negotiation, and cross-functional collaboration skills.
