About the Role
The Procurement Manager (Commercial Manager) will lead strategic and international procurement operations for Assets Group, with a strong focus on sourcing for Albania-based projects while being based in Qatar. The ideal candidate must possess perfect English, strong commercial capabilities, and solid experience in international procurement—especially with European suppliers. Mastery of SAP as a procurement and commercial management tool is essential.
Responsibilities

International Procurement & Sourcing

Execute full-cycle procurement: sourcing, tendering, bid evaluation, negotiations, contracting, and vendor selection.

Manage cross-border procurement operations for Albania, ensuring compliance with both Qatari and international trade requirements.

Identify, evaluate, and negotiate with European suppliers to secure best-value outcomes.

Conduct global supply market analysis to maintain cost, quality, and delivery competitiveness.

Commercial & Contract Management

Prepare and manage RFQs, RFPs, tender documents, commercial comparisons, and purchase orders.

Negotiate commercial terms (pricing, delivery, warranty, penalties, Incoterms).

Ensure commercial compliance and proper documentation aligned with group procurement policies.

Manage contract lifecycle and conduct periodic commercial reviews.

Supplier & Stakeholder Management

Develop and maintain strong relationships with international suppliers and service providers.

Conduct supplier performance assessments and implement improvement plans.

Resolve vendor disputes, delivery issues, or non-compliance cases.

Coordinate closely with internal teams: Projects, Finance, Logistics, Legal, and Operations.

Logistics & Documentation

Manage international shipments, customs documentation, import/export requirements, and delivery schedules.

Ensure timely mobilization of materials and equipment for Albania projects.

Identify and mitigate supply chain risks related to cost, compliance, or logistics.
Qualifications

Bachelor’s degree in Procurement, Supply Chain, Business, Engineering, or related field.

Minimum 5 years of experience in procurement or commercial management.

Perfect English (written and spoken).

Strong experience in international procurement—preferably handling European suppliers.

Deep understanding of commercial terms, contract structures, and Incoterms.

Proficiency in Microsoft Office and ERP systems (SAP is required).

Strong analytical, negotiation, and communication skills.

Ability to work cross-functionally in a fast-paced, multicultural environment.
