The Prince George's County Department of The Environment is currently seeking qualified applicants to fill a Procurement Officer position, grade G24 in the Strategic and Administrative Service Division.

About the Position

The incumbent in this position will be responsible for senior level professional work for diverse, complex and difficult purchasing actions to acquire the product and service resources needed for the Department of the Environment. The position is responsible for identifying agency operating resource needs and serves as the designated official authorized to communicate and negotiate with suppliers to procure needed operating resources. The work handles portfolios of purchasing commodities and services spanning multiple large divisions and providing coverage where gaps occur. This position is responsible for evaluating product/service (P/S) quality of suppliers and managing P/S logistics for the entire Department.

The incumbent will serve as the designated official authorized to communicate and negotiate with suppliers to procure needed goods and services.

The incumbent will perform a wide range of contract administration and administrative responsibilities to assist with the day-to day operations to support procurement activities.

The incumbent will be responsible for all data collection, analysis and reporting in regard to the procurement activities of the Department.

About the Agency
The Department of the Environment works for a healthy, beautiful and sustainable County through programs that provide clean water, flood control, recycling and waste management, litter prevention, sustainable animal management and pet adoption in partnership with residents and other stakeholders. Some of our core services include providing clean water services (Stormwater Management Division); flooding prevention for buildings and structures (Sustainability Division and Stormwater Management Division); collecting, processing and diverting waste from the County-operated landfill, commercial facilities and householders (Resource Recovery Division); providing sustainability services to reduce greenhouse gas and emission (Sustainability Division); and facilitating pet adoptions, managing an animal holding facility, issuing pet licenses, investigating cruelty complaints and conducting humane outreach and education events (Animal Services Division).

Examples of Work

  • Exercises the full range of supervisory duties and responsibilities over subordinate positions as defined in the Personnel Law.
  • Prepares solicitations and works with users and County technical representatives to develop specifications for recurring, complex, or unique procurement actions for goods and services.
  • Purchases the highest quality merchandise at the lowest possible price and in correct amounts.
  • Monitors and follows applicable laws and regulations.
  • Develops and implements purchasing and contract management instructions, policies, and procedures.
  • Evaluates and monitors contract performance to ensure compliance with contractual obligations and to determine need for changes.
  • Represents agency in negotiating contracts and formulating policies with suppliers.
  • Negotiates, renegotiates, and administers contracts with suppliers, vendors, and other representatives.
  • Provides training and guidance of lower-level buyers and advice and counsel to all buying groups
  • Writes and reviews product specifications, maintaining a working technical knowledge of the goods or services to be purchased.
  • Formulates policies and procedures for bid proposals and procurement of goods and services.
  • Prepares and processes requisitions and purchase orders for supplies and equipment.
  • Administers online purchasing systems.
  • Reviews purchase order claims and contracts for conformance to policy and procedures.
  • Researches the availability of state or county contracts that can satisfy an agency's requirement.
  • Researches and evaluates suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities, and the supplier's reputation and history.
  • Analyzes price proposals, financial reports, and other data and information to determine reasonable prices.
  • Maintains and reviews computerized or manual records of items purchased, costs, deliveries, product performance, and inventories.
  • Monitors shipments to ensure that goods come in on time and resolve problems related to undelivered goods.
  • Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.

Qualifications

  • Bachelor's degree from an accredited college or university with major course work in Business Administration, Marketing, Economics, Retailing and Distribution or related field.

  • Three (3) years of experience in technical procurement work, including considerable experience with automated procurement processing systems.

  • Certification as a Certified Professional Public Buyer (CPPB) certification or kindred equivalent certification from accredited institution/agency such as listed below:

    • Certified Purchasing Professional (CPP)

    • Certified Professional Purchasing Manager (CPPM)

    • Certified Supply Chain Professional (CSCP)

    • Certified Public Purchasing Officer (CPPO)

    • Federal Acquisition Certification in Contracting (FAC-C)

An equivalent combination of education and professional purchasing experience may be considered.

Certifications are required. There is no equivalency for certifications.

Preferred Qualifications

Prefer minimum of 5 years of direct procurement experience.

General Plan Information:

The Prince George’s County benefits plan year is from January 1 to December 31.
A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.
Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). New employees must enroll in the County’s health benefit plans within thirty (30) days of the hire date.
The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.
After enrolling in the County’s benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
