Procurement officer (construction background)

Dubai, United Arab Emirates

Procurement & Contract Management:

● Identify, evaluate, and develop relationships with local and international suppliers, vendors, and subcontractors.

● Source construction materials (civil, MEP, finishing, etc.) in line with approved technical specifications.

● Prepare and issue RFQs/RFPs, evaluate quotations, and negotiate contracts for competitive terms.

● Draft, review, and administer procurement contracts compliant with UAE laws and FIDIC/contract conditions.

● Issue Purchase Orders (POs) within approved budgets and project timelines.

Supplier & Vendor Performance:

● Monitor supplier performance through KPIs and ensure contract compliance.

● Conduct supplier audits and assess risk factors, including reliability and market conditions.

● Foster long-term partnerships with high-performing suppliers for strategic advantage.

Logistics & Coordination:

● Coordinate with suppliers to ensure timely local and international deliveries.

● Align material deliveries with project schedules in coordination with project managers and site teams.

Cost Control & Reporting:

● Monitor procurement budgets and identify cost-saving opportunities.

● Maintain accurate procurement records in ERP/Excel systems and prepare status reports for management.

● Support value engineering initiatives to optimize material costs without compromising quality.

Compliance & Standards:

● Ensure all procurement activities comply with company policies, Dubai Municipality regulations, and UAE procurement laws.

● Follow ISO / QMS procedures for documentation, record-keeping, and quality assurance.

● Consider health, safety, and sustainability factors in supplier selection and material sourcing.

Qualifications & Skills

● Bachelor’s degree in Supply Chain, Procurement, Civil Engineering, or related field.

● Minimum 3–5 years’ experience in construction procurement within Dubai/UAE.

● Strong knowledge of construction materials, MEP systems, subcontracting, and vendor management.

● Proficient in MS Office, ERP systems (SAP/Oracle/Focus), and procurement software.

● Excellent negotiation, communication, and contract management skills.

● Fluent in English.
