Procurement Operations Manager

Procurement Intelligence Specialist | Dubai


Join a leading data centre developer in the Middle East and play a key role in driving procurement intelligence, governance, and operational excellence. Acting as the engine of the procurement function, you will be responsible for enhancing policies, procedures, analytics, reporting, and continuous improvement initiatives that support strategic growth and best-in-class procurement performance.


Key Responsibilities:

  • Lead procurement intelligence, governance, and operational excellence across the function.
  • Develop, implement, and continuously improve procurement policies, procedures, and controls.
  • Own procurement analytics, dashboards, KPI reporting, and management information for leadership teams.
  • Identify cost-saving, efficiency, and process improvement opportunities across sourcing and procurement activities.
  • Ensure compliance with internal governance, regulatory requirements, and procurement best practice.
  • Drive digitisation, automation, and system enhancement initiatives within procurement operations.
  • Support strategic sourcing decisions through market intelligence, spend analysis, and supplier insights.
  • Partner with finance, legal, and business stakeholders to strengthen procurement performance and controls.
  • Lead continuous improvement programmes to enhance service levels, efficiency, and commercial outcomes.
  • Build and develop a high-performing procurement operations and intelligence capability.
