Overview
GovCIO is currently hiring for a Program Manager. This position will be located in Saudi Arabia and will be an onsite position.
Responsibilities
Directs all phases of programs from inception through completion. Responsible for the cost, schedule, and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contracts and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements, specifications, operating budgets, and financial terms/conditions of contracts. Acts as the primary customer contact for program activities, leading review sessions with the customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones, monitors adherence to master plans and schedules, identifies program problems, and obtains solutions such as resource allocation or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing, and administrative areas.
- Manages one or more programs of size and complexity, which may include managing an operating/field office, supervising professional and technical personnel.
- Maintains aggressive efforts to achieve objectives.
- Prepares manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff.
- Monitors contract, subcontract, and funding; prepares forecasts of program financial performance.
- Acquires follow-on business related to areas of responsibility and supports new business development by leading major proposals personally or through subordinate managers.
Qualifications
Bachelor's degree with 8-12 years of experience or commensurate experience.
Required Skills and Experience
- Secret clearance required.
- Bachelor's degree in a technical field.
- Seven+ (7) years of experience managing large teams (e.g., 20+ persons). Five+ (5) years of this experience in direct support to a program office (PMW) or similar organization with the U.S. Department of the Navy (DoN).
- Knowledge of Foreign Military Sales (FMS) processes and procedures.
- Experience interacting with foreign senior military and government officials.
- Experience managing teams across multiple geographic areas, including OCONUS locations.
- Experience working with U.S. Government military and civilian officials and foreign senior military/government officials.
- Experience managing foreign travel/relocation arrangements, including visas, insurance, and hazard pay.
- Experience developing and maintaining Integrated Master Schedules (IMS) and presenting them in various formats using MS Project, PowerPoint, or similar software.
- Ability to communicate effectively with Flag Officer level personnel regarding technical and programmatic issues.

Preferred Skills and Experience :
- Over two years of experience managing large-scale FMS/security cooperation programs valued at over $10M/year.
- Five+ (5) years supporting C4I systems such as GCCS, NAVMACS, HF/UHF/VHF radios and antennas, Tactical Data Links, CENTRIXS, SATCOM, ADSI, or VBSS.
- Experience with NAVWAR products/services.
- Experience recruiting and retaining personnel.
- Program Management Professional (PMP), DAWIA Level III, or similar certifications.
- Completion of DISAM SCM courses such as SCM-CONUS or SCM-Case Management.
- Master's degree from an accredited institution.
- DISAM International Affairs Certification Level 2 or 3.
