Program Specialist

THE POSITION

The Sacramento Fire Department is seeking a highly skilled and detail-oriented Program Specialist to lead Support Services, the operational and logistical foundation of the Department. This role oversees key functional areas such as Fleet, Data Management/IT, and Logistics under the Support Services Division. Additionally, this position is responsible for ensuring seamless support for 24 fire stations and one Chief’s Fire Station that function as both workplaces and living quarters for approximately 178 on duty personnel each day; this position requires demonstrated experience in facility oversight. This position is also responsible for fleet management for a diverse inventory of more than 75 vehicles, including fire apparatus and light duty units. Additional duties include procurement, inventory control, tracking, and lifecycle management of firefighting equipment, tools, and consumable supplies in a 24/7 public safety environment.

The ideal candidate will provide leadership for the Department’s Utility Shop, a critical operation responsible for the maintenance and repair of SCBA systems, small engines, and hand tools. Strong communication skills and a collaborative leadership style are essential in the ideal candidate, as the role interacts regularly with sworn personnel, civilian staff, vendors, and City partners. The ideal candidate will recognize that effective Support Services directly influence firefighter safety, operational readiness, and the Department’s ability to deliver high quality service to the community. They will bring a commitment to accountability, efficiency, and continuous improvement, ensuring that logistical operations consistently support the mission and values of the Sacramento Fire Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Plans, coordinates, and administers, a project or program with department or Citywide impact; supervises, trains and evaluates the work of professional, technical and clerical staff.
  
• Confers with department heads, division managers, members of professional staff, and other officials concerning the administrative needs and requirements related to the program or project; represents the program in contacts with news media, business and civic organizations, other City departments, and various outside public and private agencies.
  
• Interprets new policies, procedures, and regulations, and develops new or amended programs or projects as need dictates, monitors program objectives to assure compliance with State and administrative regulations and program guidelines.
  
• Conducts studies and surveys, performs research and analysis and prepares recommendations for department management; monitors and evaluates program effectiveness and outcomes; creates and implements program policies and procedures; develops guidelines, forms and related documents.
  
• Reviews grant opportunities; compiles and analyzes information for preparation of grants, contracts and agreements; negotiates terms; implements, monitors and prepares reports on conduct and performance of grants.
  
• Identifies program, project or system enhancements; selects and coordinates installation of new and revised programs and systems.
  
• Provides exceptional customer service to those contacted in the course of work.
  
• Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification.
