Job Title: Project Control Engineer Location: [Dubai/Abu Dhabi/Sharjah, etc.], UAE Experience: Minimum 3 years (Local UAE experience in construction is mandatory) About the Role: We are seeking a highly skilled and detail-oriented Project Control Engineer to join our dynamic team. The ideal candidate will be responsible for ensuring our construction projects are delivered on time and within budget. Your expertise in project planning, cost management, and reporting will be critical to the successful execution of projects across the UAE. Key Job Duties and Responsibilities: 1. Project Planning & Scheduling: Develop, maintain, and update detailed project schedules using Primavera P6 and/or MS Project, incorporating all project phases, milestones, and deliverables. Monitor project progress against the baseline schedule, identify critical path, and analyze potential delays. Prepare and present schedule updates, progress reports, and look-ahead reports to project managers and senior management. Identify and assess the impact of changes on the project schedule. 2. Cost Control & Budget Management: Assist in the development and management of the project budget and cost control systems. Track and monitor all project costs, including materials, labor, equipment, and subcontractors, ensuring they align with the approved budget. Prepare cost forecasts, cash flow projections, and variance analysis reports. Review and validate subcontractors' and suppliers' payment certificates (Interim Payment Certificates) against work-in-place. 3. Progress Measurement & Reporting: Implement and maintain a robust progress measurement system to accurately track physical completion of work. Collect progress data from site teams and subcontractors, and integrate it with cost and schedule data. Prepare comprehensive weekly and monthly project control reports for internal and external stakeholders, highlighting performance, risks, and trends. Analyze project performance data (Earned Value Management - EVM) to provide insights on project health. 4. Variation & Change Management: Evaluate and quantify the time and cost impact of project variations and change orders. Prepare and submit time extension claims (EOT - Extension of Time) in accordance with contract provisions. Maintain a register for all variations, change orders, and potential claims. 5. Risk Management: Participate in project risk workshops and assist in identifying potential project risks and opportunities. Maintain the project risk register and help in developing mitigation and contingency plans. Quantify the potential impact of risks on project cost and schedule. 6. Contract Administration Support: Work closely with the project management and commercial teams to ensure project control activities align with contract requirements. Understand and apply the conditions of the contract (e.g., FIDIC) related to programming, payments, and variations. Qualifications and Skills: Education: Bachelor’s degree in Civil Engineering, Construction Management, or a related field. Experience: A minimum of 3 years of proven experience as a Project Control Engineer, specifically within the UAE construction industry (e.g., high-rise buildings, infrastructure, MEP, etc.). Software Proficiency: Essential: Expert-level proficiency in Primavera P6. Essential: Advanced skills in MS Office Suite (especially Excel for data analysis and reporting). Highly Desirable: Experience with project cost management software (e.g., ACONEX, COINS, or similar). Technical Knowledge: In-depth understanding of construction methodologies, sequencing, and terminology. Strong knowledge of project control principles, cost management, and scheduling techniques (EVM, CPM). Familiarity with UAE construction standards, regulations, and contract laws (particularly FIDIC). Soft Skills: Excellent analytical and problem-solving skills. Strong communication and interpersonal skills for effective reporting and team collaboration. Ability to work under pressure and meet tight deadlines.
