Job Summary
The Project Planning & Control Manager is responsible for managing project control and reporting activities, including facilitating the development of project based and consolidated budgets and schedules, ensuring alignment with overall delivery targets, as well as monitoring and reporting on actual progress and performance against schedules and budgets, highlighting risks and deviations overseeing the development control aspects of the project
Tasks & Responsibilities
Managerial/Leadership Responsibilities

Participate actively in the development of the department’s strategy and goals, as well as establish and drive the execution of initiatives and plans to meet them

Determine the financial and staff requirements during the annual budgeting exercise, advocating for optimal resource allocation based on priorities

Monitor the operational performance of the section, compare them to the established objectives and goals, whilst establishing periodic reports and reporting on them to superiors

Manage day-to-day activities and operations

Refine and ensure proper documentation and implementation of all policies and procedures for the concerned section

Monitor subordinates’ performance and provide formal and informal feedback and counseling in order to maximize efficiency
Functional Responsibilities

Develop and drive implementation of project controls and data reporting framework and guidelines

Coordinate with all PMCs, contractors and vendors to ensure they are aligned on project control and reporting mechanisms and tools utilized

Consolidate all project schedules and budgets into a master program plan and budget, and ensure that it is updated regularly to reflect changes based on actual progress.

Coordinate with concerned delivery teams during scheduling and budgeting activities, highlighting critical paths and milestones and aligning on how best to optimize schedule and budget to achieve defined delivery targets.

Monitor and report on any deviations from the plan and budget to concerned parties, highlighting impact on the overall program (if any) and recommending mitigation action to concerned teams to minimize the impact.

Manage document control activities, ensuring documents are filed in a structured manner and that there is adequate oversight on the distribution of documents in line with the required approvals.
Job Requirements
Educational Qualifications

Bachelor’s degree in engineering or equivalent
Experience
-
12-15 years of experience in project planning or a similar field
Other Skills and Requirements
-
Proficiency in English and Arabic is preferred
