Project Manager — Procurement & Fit-Out Coordination

Alon Properties is a private owner and developer of premium commercial real estate, holding and operating a portfolio of Grade-A, B office assets across JLT, Business Bay, which we lease and deliver directly to occupiers. Our standard is uncompromising: hotel-grade finish, institutional discipline on cost, and delivery speed that sets us apart. We are building an in-house capability to control our fit-out programme end to end — and this role is central to that ambition.

The Role

We are seeking an exceptional Project Manager to own the full lifecycle of our commercial fit-out projects — from material sourcing and supplier negotiation through to contractor management and on-site delivery.

This is a dual-mandate position: equal parts procurement strategist and delivery manager. Your mission is to secure superior materials and trades, hold contractors to a high standard, and deliver finished space faster, better, and at a lower direct cost than any externally managed alternative. You will not administer a process someone else designed — you will design it and own the outcome.

What You Will OwnProcurement & Sourcing

  • Build and continuously improve a vetted supplier base for fit-out materials (flooring, joinery, glazing, ceilings, MEP fixtures, sanitaryware, doors, lighting).
  • Source directly from manufacturers, distributors, and trade suppliers to remove markup and capture better quality at better rates.
  • Negotiate pricing, payment terms, lead times, and warranties — and benchmark every quote against the market.
  • Maintain a live cost database so we always know the true, direct price of every material we buy.

Contractor & Subcontractor Management

  • Tender, evaluate, appoint, and manage main contractors and specialist subcontractors.
  • Conduct line-by-line review of every BOQ and quotation to eliminate inflated rates, duplicated scope, and hidden margin.
  • Hold trades accountable to programme, quality, and HSE standards through to handover and defects close-out.

Project Delivery & Coordination

  • Plan and sequence each fit-out for the shortest credible delivery window without compromising finish quality.
  • Coordinate all parties — suppliers, contractors, consultants, building management, and authorities.
  • Manage approvals and compliance with DMCC, DDA, Civil Defence, and relevant authority requirements for JLT premises.
  • Run the site: progress, snagging, quality control, and final handover to leasing-ready condition.

Cost & Performance Control

  • Own the project budget and report against it with discipline.
  • Drive measurable savings on materials and labour while protecting — never diluting — the finished standard.
  • Report progress, cost, and risk to ownership in clear, decision-ready terms.

  • Material costs reduced through direct sourcing, with quality demonstrably maintained or improved.
  • Fit-out programmes delivered ahead of market-standard timelines.
  • A reliable, competitive supplier and contractor network that we own as an asset.
  • Zero surprises: budgets, timelines, and quality known and controlled at every stage.

Education & QualificationsRequired

  • Bachelor’s degree in Civil Engineering, Architecture, Construction Management, Quantity Surveying, Interior Design, or a related built-environment discipline.
  • 3+ years managing commercial fit-out, interior, or construction projects in the UAE — ideally Dubai.

Preferred (one or more)

  • Professional certification: PMP (Project Management Professional), RICS, CIPS (procurement), or chartered engineering status.
  • HSE qualification (e.g., NEBOSH / IOSH) relevant to UAE site management.
  • Diploma-level technical qualification combined with an exceptional delivery track record will also be considered in lieu of a degree.

Experience & SkillsEssential

  • Demonstrable procurement strength — a real track record of sourcing materials and negotiating rates that beat the market.
  • Hands-on contractor and subcontractor management, from tender to handover.
  • Fluency in UAE authority approvals and fit-out compliance (DMCC / DDA / Civil Defence / building management).
  • Sharp commercial instinct — you read a BOQ and immediately see where the money is hiding.
  • An established network of suppliers and trades you can mobilise from day one.
