This role is based in Muscat, Oman.
About the Role
We are seeking a Project Manager - Fiber Rollout (Oman) to manage and control the nationwide rollout of fiber optic backbone infrastructure across Oman by overseeing OSP fiber deployment, civil works, shelters, ILA sites, and electro-mechanical implementation, ensuring delivery is completed on time, within budget, and in compliance with approved technical, regulatory, safety, and quality standards.
Responsibilities
Permit & Regulatory Coordination

Coordinate and monitor excavation permits, PTW requirements, and regulatory approvals in line with project timelines.

Ensure all legal, permit, and regulatory documentation is complete, accurate, and properly archived for operational handover.

Represent ZOI in meetings with external authorities, municipalities, and stakeholders across Oman as required.
Design Validation & Quantity Control

Review and validate route designs, site layouts, and implementation drawings to ensure constructibility and compliance with approved standards.

Coordinate with contractors to optimize trenching routes, diversions, civil quantities, and electro-mechanical scope without compromising quality.

Maintain weekly comparison and control of BoM and BoQ across all links and sites against planned, in-progress, and as-built status.

Review, validate, and control contractor payment certificates and identify any quantity or scope deviations.
Contractor Governance & Reporting

Lead daily contractor meetings as required and mandatory weekly progress meetings to review delivery status and key issues.

Prepare and maintain formal Minutes of Meeting (MoMs) for all contractor meetings and ensure proper documentation control.

Maintain contractor-wise RAID trackers covering risks, assumptions, issues, and dependencies.

Consolidate project data and prepare daily, weekly, and milestone-based progress reports for management review.

Maintain full project documentation covering execution records, approvals, inspections, acceptances, invoicing, and PO closure status.
Project Controls & Quality Assurance

Apply project management controls, implementation standards, and quality benchmarks across all OSP and site rollout activities.

Verify actual field conditions against reported contractor progress prior to milestone confirmation and invoice validation.

Monitor and validate critical as-built quantities and technical elements, including HDD sections, wadi crossings, pipeline crossings, and rock excavation.

Ensure handover packages, as-built documentation, and acceptance records are complete, accurate, and ready for Operations.
Financial & Delivery Control

Track contractor scope, PO values, milestone achievement, and delivery progress against approved budgets and contractual commitments.

Ensure contractor invoicing aligns with verified site progress, approved quantities, and contractual scope.

Identify and escalate cost, quantity, and delivery variances that may impact project timelines or financial exposure.

Support efficient utilization of materials, contractor resources, and site execution plans to optimize delivery performance and cost control.
Education / Certifications
-
Bachelor’s degree in Telecommunications Engineering, Electrical Engineering, Civil Engineering, Mechanical Engineering, or a related engineering discipline.

PMP (Project Management Professional) certification is required.
Experience
-
Minimum 8 years of relevant experience in telecom infrastructure deployment, including OSP fiber rollout, site implementation, and backbone network projects.

Minimum 4 years of experience in project management roles covering OSP fiber and/or site rollout scope.

Minimum 4 years of experience in managing backbone OSP rollout projects.
Knowledge / Technical Skills
-
Strong knowledge of telecom infrastructure rollout within GCC markets; Oman experience in a similar role is strongly preferred.

Strong knowledge of OSP fiber backbone deployment, civil works, shelters, ILA sites, and electro-mechanical site implementation.

Strong understanding of multi-phase, multi-contractor project environments and nationwide rollout governance.

Familiarity with Oman-wide NOC / PTW / excavation permit procedures, including work in Oil & Gas / restricted zones.

Strong knowledge of shelter sites, PoPs, fiber optic cable (FOC) routing, and related civil and electro-mechanical design and implementation requirements.

Hands-on knowledge of acceptance testing, cable measurements, route/site handover documentation, and quality control processes.

Strong project management, contractor management, reporting, communication, negotiation, and issue resolution skills.

Proficiency in managing RAID logs, progress tracking, milestone validation, and contractor performance controls.
