Role Description

We are seeking an experienced Project Manager (Road Construction) to lead end-to-end delivery of road and infrastructure works across Dubai. The ideal candidate has 10+ years of hands-on road construction experience with strong technical understanding of road build-up layers up to asphalt, and proven capability in planning, cost control/estimations, scheduling, asset management, surveying coordination, and HSE leadership.

Key Responsibilities

Project Delivery & Site Leadership

• Lead the full project lifecycle: mobilization, execution, testing/commissioning, handover, and close-out.
• Manage site teams, subcontractors, suppliers, and internal departments to ensure smooth operations and timely delivery.
• Ensure works are executed in line with approved drawings, method statements, ITPs, and project specifications.

Technical (Roadworks & Asphalt)

• Oversee construction activities across road layers including (as applicable): subgrade improvement, sub-base, base course, prime/tack coat, asphalt binder/wearing course, kerbs, interlock/footpaths, and road furniture.
• Coordinate QA/QC requirements: material approvals, asphalt mix compliance, compaction/testing records, NCR closure, and as-built documentation.

Planning, Scheduling & Progress Control

• Develop and control project schedules (baseline and look-ahead), monitor progress, and implement recovery plans when needed.
• Prepare weekly/monthly progress reports, productivity tracking, and dashboards for management and stakeholders.

Cost Control & Estimation

• Prepare and review cost estimates, budgets, BOQs, and resource plans.
• Track cost-to-complete, manage variations/VOs, support claims where required, and improve project margin through cost control and procurement coordination.

Asset Management & Resources

• Plan, allocate, and control assets (equipment, vehicles, tools) to maximize utilization, reduce downtime, and control operating costs.
• Coordinate maintenance requirements and ensure equipment readiness for paving/earthworks operations.

Authority & Stakeholder Coordination

• Act as the main point of contact with clients, consultants, and relevant authorities; manage approvals, permits, and stakeholder requirements typical to Dubai road projects.
• Coordinate utility interfaces (DEWA/Etisalat/DU, etc.), traffic management requirements, and site access constraints.

Qualifications

• 10+ years of experience in Road Construction (UAE/GCC experience strongly preferred).
• Strong technical knowledge of road layers and asphalt works (construction sequencing, compaction/testing, paving readiness).
• Excellent communication skills (client/consultant handling, reporting, leadership).
• Bachelor’s degree in Civil Engineering or related field.

Proven experience in:

• Asset management (equipment planning/utilization)
• Costing, estimation, and budget control
• Scheduling and planning (Primavera P6 and/or MS Project)
• HSE compliance
• Surveying coordination / setting-out understanding

Preferred Qualifications

• PMP / PRINCE2 certification.
• Strong knowledge of RTA/authority standards and asset-focused best practices.
• Familiar with AutoCAD/Civil 3D, quantity take-offs, and road QA/QC documentation systems.
• UAE driving license.
