Job Purpose

To oversee, manage, and develop all property and facility-related services, ensuring optimal operation, maintenance, safety, and security of company premises. The role safeguards company assets, enhances operational efficiency, ensures cost control, regulatory compliance, and maintains a safe, sustainable, and functional environment for employees, stakeholders, and visitors.


Key Responsibilities:

1. Facility Operations & Maintenance

Lead daily operations of company facilities, ensuring smooth functioning of buildings, utilities, equipment, and infrastructure.

Plan, implement, and monitor preventive and corrective maintenance programs for MEP systems, including HVAC, electrical networks, plumbing, and drainage.

Supervise contractors, maintenance teams, and service providers, ensuring compliance with agreed SLAs and quality standards.

Ensure minimal operational downtime and uninterrupted support services.


2. Property & Premises Management

Manage all company-owned and leased properties, including rent agreements, renewals, and negotiations.

Oversee asset utilization, foreclosed or recovered property evaluation, and maintain updated layouts, facility drawings, and assembly points.

Ensure best commercial value when acquiring or renewing facility-related assets and services.


3. Security & Safety Management

Develop and administer the company's security and safety programs in alignment with internal policies and national regulations.

Manage and monitor security systems, including CCTV, access control, and fire detection & extinguishing systems.

Serve as the primary liaison with regulatory and enforcement agencies (Ministry of Interior, Civil Defense, etc.).

Conduct fire and evacuation drills, safety audits, hazard assessments, and ensure first-aid readiness.

Train employees and security personnel on safety procedures, emergency response, and operational controls.


4. Contract & Vendor Management

Prepare, negotiate, and manage contracts for facility and property services.

Monitor vendor performance and ensure contract renewals, service delivery, and cost efficiency.

Maintain vendor documentation, performance records, and ensure alignment with corporate policies.


5. Project Management

Lead facility enhancement, expansion, and renovation projects from concept to handover.

Conduct feasibility studies, risk assessments, and ensure projects meet budget, timelines, and quality benchmarks.

Coordinate with internal departments to align project objectives with business requirements.


6. Health, Safety & Compliance

Ensure full compliance with internal policies, environmental standards, and workplace health and safety regulations.

Maintain documentation, inspection records, and reports required by authorities.

Promote health and safety culture within the organization.


7. Budgeting & Financial Control

Prepare and manage facility management operational budgets.

Monitor expenditures, optimize resource allocation, and ensure cost-effective maintenance strategies.

Submit periodic financial and operational performance reports to senior management.


8. Team Leadership

Lead, train, supervise, and evaluate the facility management workforce, including technicians, security guards, outsourced teams, and contractors.

Assign duties, measure performance, and mentor team members to enhance operational efficiency.

Qualifications

Bachelor’s degree in Mechanical Engineering or a related field

Professional certifications in HSE, Fire Safety, First Aid, Project Management (preferred)


Experience

8–10 years of experience in Facilities, Real Estate, or Maintenance Management

Proven track record in facility operations, safety programs, capital projects, and budget management


Authority

Approve facility-related expenditures within approved budget limits

Recommend improvements to facility policies, procedures, and systems

Supervise and issue work instructions to internal and outsourced teams


Performance Indicators (KPIs)

Reduction in facility downtime

Compliance with safety and regulatory audit requirements

Cost savings and adherence to budget

Quality and timely execution of preventive maintenance programs

Vendor performance and contract renewal efficiency

Stakeholder satisfaction with facility services
