Proposal Coordinator

GENERAL DESCRIPTION / PRIMARY PURPOSE

Reporting to the VP of Business Development, the Proposal Coordinator will help manage and design business proposals. The Proposal Coordinator will perform research, organize content, and edit and design the finalized proposal document before submission. In many cases, you may be working on multiple proposals at the same time. This position also provides administrative assistance in the business acquisition process as well as the pricing and estimating processes.


MAJOR RESPONSIBILITIES AND TASKS/DUTIES OF THE POSITION

  • Responsible for planning, scheduling, and collaborating with other team members in the timely development and delivery of high-quality business proposals.
  • Perform detailed analysis of bid documents (SOW, PWS., etc.) and specifications for federal projects to determine solicitation and scope requirements.
  • Working with the Proposal Manager, assist in the development of win themes, key differentiators, and executive summaries in support of comprehensive and compliant proposal submittals.
  • Assist in the preparation of innovative, detailed proposals and required summaries; proposal outlines and response templates using evaluation criteria and preparation instructions; personnel resumes and project summaries; required forms and supporting questionnaires; and developing and managing proposal schedules and deadlines.
  • Assist in developing data calls for technical personnel and subcontractors/teaming partners to support proposal development; incorporate material provided by subcontractors/teaming partners into response documents.
  • Work closely with the Business Development team to support capture planning activities, such as competitive analysis and client research.
  • Solicit inputs from and/or interview technical subject matter experts (SMEs) and draft compelling, compliant proposal content.
  • Prepare final documents to submit to the client to meet solicitation deadline requirements.
  • Organize bid closing and prepare to meet submission deadlines.
  • Participate in color reviews (Pink, Red, Gold) and make recommendations for content improvement and/or compliance.
  • Manage multiple simultaneous proposal tasks sometimes with rapid turnaround deadlines.
  • Collaborate with the Operations, Finance, Business Development, Estimating, Marketing, and Contracts staff on proposals.
  • Review existing proposals and identify improvements on a more strategic approach for future opportunities. Ensure all governmental/regulatory/legal requirements are met for maximum client satisfaction.
  • Any and all other duties assigned by the VP of Business Development.


JOB SPECIFIC COMPETENCIES

  • EXPERIENCE:
    • Minimum of 4 years' experience in the development of business proposals; Federal government proposal submission is a plus.


  • SKILLS:
    • Solid time management and excellent organizational skills.
    • Excellent attention to detail and proofreading skills.
    • Proficiency in MS Office products (primarily Word, Excel and PowerPoint).
    • Knowledge of Adobe products (Illustrator, Photoshop, and In Design)
    • Ability to work with colleagues and maintain courteous and professional working relationships.
    • Ability to prioritize and manage competing priorities with minimal supervision in a dynamic, deadline-driven environment.
    • Must have excellent communication skills, both verbal and written; and have the ability to read, write, speak, and understand English.
    • Excellent customer service skills.
    • Outstanding interpersonal, presentation, closing, planning, and execution skills.
  • Ability to adapt to changing work conditions.


  • ADDITIONAL:
  • Hands-on ability to work in a team-oriented environment.
  • Comply with all policies, safety guidelines, and procedures; follow all contract specifications and maintain compliance.
  • Must have a government security clearance or ability to obtain upon hire.
  • Ability to travel (up to 50%).


EDUCATION AND CERTIFICATION

  • Bachelor's degree in Marketing, Communications, Business Administration, or other related field; or a combination of education and experience.
  • Valid Driver's License.


PHYSICAL REQUIREMENTS

The work environment, while generally hazard free, may include some exposure to dust and varying temperatures. This work is primarily in an office environment where the ability to sit and stand for extended periods may be required. Sufficient mobility to conduct office work such as computer entry is required which includes finger and hand dexterity and fine coordination. Light to moderate physical effort is required while performing operations such as inspections and hands-on guidance and training. Requires occasional bending, stooping, reaching, twisting, kneeling, and ability to lift, carry, push, and/or pull light to moderate weight up to 25 lbs.


WORK HOUR REQUIREMENT

This position is full- time (40 hours per week) and may include extended hours and work on weekends; requires 24/7 availability, and the ability to travel up to 50% of the time.


ESSENTIAL PERSONNEL

This position is designated as essential. This means that when the facility is faced with an institutional emergency, employees in this position may be required to remain at their work location or to report to work to protect, recover, and continue operations at the facility.
