Job Summary:
The Proposal Engineer (Civil/Construction) is responsible for preparing high-quality technical and commercial proposals for civil engineering and construction projects. This role involves reviewing tender documents, preparing cost estimates, coordinating with various internal departments and subcontractors, and ensuring timely submission of competitive and compliant bids.
Key Responsibilities:1. Tender & Proposal Preparation
- Study and analyze tender documents including drawings, specifications, and contractual terms.
- Prepare comprehensive proposals and bid submissions in response to RFPs, RFQs, and ITBs.
- Coordinate with internal teams (engineering, procurement, planning, and finance) for inputs.
2. Estimation & Costing
- Prepare cost estimates for materials, labor, equipment, and subcontractor work.
- Develop and update unit rates and BOQ pricing based on current market trends.
- Ensure accuracy and competitiveness of pricing.
3. Technical Submissions
- Compile technical documents including method statements, work schedules, and risk assessments.
- Customize company profiles, project references, and capability statements to suit client requirements.
- Liaise with design and engineering teams to ensure technical compliance.
4. Stakeholder Coordination
- Communicate with vendors, subcontractors, and suppliers to gather quotations and technical offers.
- Collaborate with project teams and subject matter experts to develop winning proposals.
- Attend pre-bid meetings and site visits when required.
5. Risk Analysis & Value Engineering
- Identify project risks and propose mitigation strategies in the proposal stage.
- Suggest alternative construction methods or materials to improve competitiveness.
6. Documentation & Compliance
- Ensure all proposals are in compliance with client requirements and internal quality standards.
- Maintain a library of templates, standard documents, and pricing references.
Qualifications & Skills: Education:
- Bachelor’s Degree in Civil Engineering or Construction Management.
Experience:
- 3–6 years of experience in proposal, estimation, or tendering roles in the construction or civil engineering industry.
- Experience with infrastructure, buildings, or industrial civil works projects is preferred.
Technical Skills:
- Proficient in MS Office (Excel, Word, PowerPoint), AutoCAD, and estimation software (e.g., Candy, CCS, or similar).
- Familiarity with construction drawings, BOQs, and standard contract forms (FIDIC, etc.).
Soft Skills:
- Strong attention to detail and organizational skills.
- Excellent written and verbal communication.
- Ability to work under pressure and meet tight deadlines.
- Team-oriented with strong interpersonal skills.
Preferred Certifications (Optional):
- PMP or equivalent project management certification
- Certified Estimating Professional (CEP) – AACE
- Primavera P6 (for scheduling-related tasks)
Working Conditions:
- Office-based role with occasional site visits or client meetings as required.
- Standard working hours with flexibility during peak tender periods.

Pay: Rs80,000.00 - Rs130,000.00 per month
