Proposal Writer

Position Summary

The Manager, Proposal Development is responsible for leading the development, writing, and coordination of high-quality proposals, responses to Requests for Proposals (RFPs), Requests for Information (RFIs), grant submissions, and other strategic documents that support business development and organizational growth.

This role serves as the central coordinator for proposal development, working cross-functionally with operations, finance, clinical leadership, legal, and executive leadership to gather information and translate complex operational capabilities into clear, compelling written proposals.

The ideal candidate is a strong writer, editor, and project manager with experience developing healthcare, public safety, or government proposals.

Key Responsibilities

Proposal Development

  • Lead development of proposals, RFP responses, grant submissions, and business development documents.

  • Coordinate input from internal subject matter experts including operations, finance, clinical leadership, and executive leadership.

  • Draft, edit, and finalize proposal content ensuring clarity, accuracy, and alignment with company capabilities. Format proposals and coordinate the integration of photos, graphics, charts, tables, and other visual elements to produce polished, submission-ready documents. Experience using proposal development, document collaboration, or proposal management software is preferred.

Content Management

  • Maintain proposal templates, boilerplate content, and proposal libraries for efficient document production.

  • Ensure messaging consistency and alignment with organizational branding and positioning.

Project Management

  • Manage proposal timelines, submission deadlines, and coordination across multiple contributors, including Subject Matter Experts (SMEs), ensuring timely collection, review, and integration of technical, operational, and financial content into final proposal submissions.

  • Track progress of proposal development and ensure all required components are completed.

Quality Assurance

  • Review documents for quality, accuracy, and compliance with submission requirements.

  • Ensure proposals meet all formatting, compliance, and technical submission standards.

Qualifications

Required

  • Bachelor’s degree in Communications, Journalism, English, Public Relations, Healthcare Administration, or related field

  • 5+ years of experience in proposal writing, grant writing, or technical writing

  • Demonstrated experience writing RFP responses or grant proposals

  • Exceptional writing, editing, and proofreading skills

  • Strong project management and organizational skills

  • Ability to coordinate input from multiple stakeholders and synthesize complex information

Preferred

  • Healthcare, EMS, public safety, or government contracting experience

  • Grant writing or healthcare foundation proposal experience

  • Experience working with executive leadership teams

Travel Requirements

This position is primarily remote; however, occasional travel may be required to support proposal development, leadership meetings, or strategic planning sessions.

Travel expectations may include:

  • Periodic travel to corporate offices or operational markets for meetings and collaboration with leadership and subject matter experts

  • Attendance at planning sessions, project kickoffs, or proposal development meetings when necessary

  • Limited travel for strategic initiatives or organizational events

Estimated travel: Up to 10–15%, depending on project needs.

Work Environment

This position operates primarily in a remote office environment. The role requires frequent use of computers, video conferencing platforms, and collaboration tools to communicate with internal stakeholders across multiple locations.

The position involves regular interaction with executive leadership, operational teams, and subject matter experts to gather information and develop proposal materials. The work environment is fast-paced and deadline-driven, particularly when responding to Requests for Proposals (RFPs), grant opportunities, or other time-sensitive submissions.
