Public Works Financial Analyst

Position Description

Provide monitoring and evaluation of financial activities, and operational performance information and provide business and project management support to Public Works. The current vacancy is in Public Works Administration.

Work Location

This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

  • Analyze and interpret operational data for Public Works business lines and projects, including revenue and expense analysis, to support Public Works operations, performance management and operational efficiencies.
  • Collect and extract operational data to analyze and interpret data trends making recommendations to drive operational needs.
  • Analyze current and historical spending trends, compare budget to actuals, and interpret the data to identify causation of variances.
  • Collect financial data and information relevant to the financial structure, and perform financial and statistical analysis that support managing, monitoring, and making recommendations.
  • Provide analysis of process, financial data and utilization as requested to drive operational improvements.
  • Assist management in the production of cost benefit analysis related to various Public Works projects, programs or operational activities.
  • Track capital and operating expenditures to ensure compliance with City financial policies, grant policies, and assist with project management.
  • Track grants to provide assistance to Public Works grant managers and Finance staff to ensure compliance with reporting, management and full capture of grant funds available.
  • Assist with preparing budget presentation materials and budget program proposals.
  • Act as a liaison to Finance while collaboratively working on process improvement, division reporting and tracking of information within Public Works.
  • Collect and analyze information on assigned projects and subject areas, and prepare reports summarizing findings and presenting logical and objective conclusions and alternative solutions.
  • Assist Divisions in establishing 'good' performance measurement systems using financial and budget criteria and operational methods.
  • Nonprocurement contract subject matter expert for Public Works
  • Procurement liaison for contract issues
  • Complete timely processing of invoices

Required Qualifications

Minimum Qualifications
Bachelors Degree in Business, Accounting, Finance or a closely related field.

Minimum Experience
Three years of experience performing analytical problem solving, data manipulation and data interpretation.

Equivalency
An equivalent combination of related education and related experience may be considered.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire 1 (one) month after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

  • Considerable knowledge of the principles and techniques of financial analysis, including cost benefit analysis and forecasting.
  • Ability to analyze, interpret and report results of analysis.
  • Considerable knowledge of the City's organization, operations, finances and revenue sources existing and potential.
  • Good knowledge of financial accounting systems.
  • Ability to present clear and concise reports, both orally and in writing.
  • Ability to establish and maintain effective working relationships at all levels in the City structure.
  • Good judgment and political sensitivity.
  • Proven/considerable knowledge of the Microsoft Office Suite (i.e. Word, Excel)
