A leading organization within a regional healthcare group is seeking a highly skilled and experienced Country Purchasing Manager to oversee and execute procurement operations in alignment with Group supply chain strategies. This role plays a pivotal part in driving cost efficiency, operational excellence, and compliance within the country.
Reporting directly to the Group Supply Chain Director, the ideal candidate will be a results-driven professional with strong leadership, analytical, and negotiation skills, capable of managing complex procurement activities and fostering effective supplier partnerships.
Key Responsibilities:

Support the Group Supply Chain Director in implementing and localizing the Group’s procurement strategy.

Manage procurement budgets and oversee all materials and capital expenditures (CAPEX) within the country.

Provide regular feedback to Group leadership on local procurement performance, market trends, and operational challenges.

Lead and supervise the local purchasing team and ensure day-to-day operations run efficiently.

Oversee supplier selection, contract negotiations, and all related legal and compliance matters.

Ensure adherence to Group procurement policies, procedures, and standards.

Manage the Request for Quotation (RFQ) process and coordinate vendor communications.

Evaluate vendor proposals and facilitate the selection process in collaboration with internal stakeholders.

Utilize ERP systems to generate and manage purchase orders and procurement data.

Oversee Service Level Agreements (SLAs) and master supply agreements.

Build and maintain strong relationships with vendors to ensure performance, reliability, and value.

Validate product specifications, confirm pricing, recommend alternatives, and ensure required approvals.

Deliver timely purchasing plans, forecasts, and reports through data analysis.

Remain informed on industry developments and lead negotiations for long-term procurement agreements.

Provide quarterly reports on allocation performance and procurement outcomes.

Execute special projects as assigned by the Group Supply Chain Director.
Qualifications & Skills:

Bachelor’s degree in Pharmaceutical.

Minimum of 5 years of progressive experience in a purchasing leadership role.

Valid residency & work permit in Qatar.

Proficiency in Microsoft Office and experience with ERP systems is essential.

Strong written and verbal communication skills with a focus on collaboration and stakeholder engagement.

High level of organization, attention to detail, and a proactive approach to problem-solving.

Strong analytical and negotiation capabilities.

Experience in vendor and contract management, including legal and compliance aspects.
