Main Responsibilities

  • QHSE Culture & Governance
  • Promote a strong QHSE culture and good practices across the project, ensuring alignment with contractual requirements, Egyptian regulations, and international standards.
  • Provide leadership and direction to the project QHSE team, ensuring effective implementation of the Project QHSE Plan.
  • Integrated Management System (IMS)
  • Establish, implement, and continuously improve the Project Management System in compliance with ISO 9001, ISO 14001, and ISO 45001.
  • Ensure the system is adapted to the specific challenges of working in a live operational metro environment.
  • Conduct Gate Reviews to confirm readiness at each project phase and verify compliance with requirements before progressing.
  • Risk Management
  • Implement a systematic approach to identify, assess, and control QHSE risks at project and activity levels.
  • Monitor risk registers, ensure mitigation measures are applied, and provide regular updates to Project Management and the Client.
  • Environmental Management
  • Ensure project compliance with ISO 14001 requirements and Egyptian environmental legislation.
  • Monitor environmental aspects and impacts, including noise, dust, waste, energy use, and resource consumption, applying mitigation and control measures where needed.
  • Implement programs to minimize carbon footprint, reduce waste generation, and promote sustainable resource use.
  • Oversee environmental reporting, including permits, monitoring data, and client submissions, ensuring transparency and compliance.
  • Support environmental awareness training and toolbox talks to project staff and subcontractors.
  • Quality Assurance & Control
  • Review and monitor Method Statements, Inspection & Test Plans (ITPs), and Field Change Requests for compliance with project quality requirements.
  • Oversee closeout documentation including Quality Records, Punch List closures, As-Built documentation, and O&M Manuals.
  • Ensure lessons learned are captured and integrated into project processes.
  • Monitoring & Reporting
  • Develop and maintain project-specific tools and KPIs to measure QHSE performance.
  • Provide weekly and monthly reports to the Project Management Team and the Client, including analysis of trends and recommendations for improvement.
  • Non-Conformance Management
  • Manage and review Non-Conformance Reports (NCRs) and ensure timely and effective closure.
  • Coordinate with consortium partners and subcontractors to ensure consistent quality control and corrective actions.
  • Audits & Inspections
  • Plan, organize, and participate in internal audits, client audits, and joint inspections with partners and subcontractors.
  • Ensure follow-up and closure of findings in line with contractual obligations.

  • Stakeholder Engagement
  • Coordinate with consortium partners, subcontractors, and the Client (NAT) to ensure unified application of QHSE systems and requirements.
  • Participate in QHSE meetings and reviews with stakeholders to ensure transparency and alignment.

    • Health & Safety
    • Act as focal point for reporting, investigation, and analysis of accidents and incidents.
    • Conduct root cause analysis and trend monitoring to support continuous improvement in safety performance.
    • Training & Awareness
    • Organize training sessions, toolbox talks, and awareness campaigns to ensure all staff and subcontractors understand and apply QHSE standards.
    • Promote competence development programs specific to works.


Main Responsibilities


Education:


Engineering Bachelor Degree, Master or MBA is a plus


Experience:


Not less than 12 years of experience

Very Good interpersonal and communication skills

Able to work under pressure

Excellent communication skills (written and verbal)

Lead Auditor Qualification (ISO 9001 , ISO 45001 & ISO 14001)

Good knowledge of ISO31000 , 10005 & 10006.


Language Requirements:


Arabic & English is a must, French is a plus.
