Manages all costs relating to projects from the initial calculations to the final figures. To minimise the costs of a project and enhance value for money, whilst still achieving the required standards and quality. Also has to do cost analysis based on the architectural drawings, engineering estimates and materials required as well as the manpower.
Responsibilities
:

Liaise with the Project Engineering department to ensure all measurements are produced from most recent drawing revisions and maintain marked up drawings of Project monthly progress measurements.

Maintain a drawing register related to measurement.

Visit the Site and undertake any physical Site measurements as may be required to secure full and detailed measurement records which may include making photographic records as directed.

Coordinate with other Project Departments such as Planning, Engineering, Operations, Procurement, HSE, QA/QC to ensure provision of satisfactory commercial support.

Liaise on a day-to-day basis with the Clients commercial staff to ensure commercial requirements and processes are being met.

Maintain tracking schedules for Variations, Dayworks, Payments, Final Measure submissions as required by line manager.

Attend Project weekly/monthly progress meetings - internal and external, as may be directed.

Prepare and submit interim/monthly payment applications to Consultants/Clients not later than the end of the first week in each month and expedite Payment Certificates.

Obtain daily or weekly Site records, from operational staff, required for the purposes of pricing Dayworks or preparing cost build ups to support Variations, additional Works or claims.

Prepare, submit and agree Variation Orders (Cost Proposals) with the Clients Consultants.

Prepare Subcontract or Supplier commercial bid analysis for approval as and when required.

Attend weekly or monthly progress meetings with the Subcontractors or Suppliers – review and raise any commercial issues.

Certify payment to Subcontractors in a timely manner and in accordance the terms of agreement.

Prepare monthly Subcontract cost liability schedule and submit to Accounts within stipulated time frame.

Liaise with Operational staff in the administration of Subcontractors or other commercially related Site operations.

Undertake physical stock and inventory checks or audits on Site as maybe required for payment applications or internal purposes.

Co-ordinate with operations staff, cost clerks, timekeepers, store men, etc. to ensure correct cost coding and allocations are implemented and maintained.

Prepare and maintain detailed undermeasure/overmeasure records for use in monthly internal reports or end Forecasts.

Provide data required by senior commercial staff for preparation of Project cost/value reports and forecasts.

Prepare Project resource allowable (from tender documents) for the Project Management team and provide feedback on utilization through productivity reports.

Prepare and issue material wastage reports to the Project Management.

Maintain commercial tracking schedules identified by senior commercial staff.

Research and provide necessary data to support claim submissions or defense of claims against the Company, as may be requested by senior commercial staff.

Provide commercial output in line with targets agreed with the senior commercial staff.

Visit Site no less than once per week with Operations staff.

Operate in accordance with Group policies, procedures and processes.

Undertake any other duties which may reasonably be within the capability and expertise of a Quantity Surveyor, as may be required by the Contracts/Senior Quantity Surveyor.
