QUANTITY SURVEYOR

We are seeking a highly experienced Quantity Surveyor with a specialized background in Roads & Infrastructure projects within the State of Qatar. The ideal candidate will have extensive experience navigating the Public Works Authority (PWA/Ashghal) systems and standards, ensuring that all commercial and technical documentation aligns with QCS (Qatar Construction Specifications) requirements.

Key Requirements

  • PWA Experience: Minimum of 5 years of direct experience on Public Works Authority (PWA/Ashghal) projects.
  • Sector Expertise: Minimum of 3 years of experience specifically in Roads and Infrastructure (Drainage, Utilities, Pavement, etc.) within Qatar.
  • Education: Bachelor’s Degree in Quantity Surveying, Civil Engineering, or a related discipline.
  • Software Proficiency: Expert knowledge of MS Excel and CAD; experience with Ashghal’s digital platforms/portals is highly preferred.

Core Responsibilities:

1. RFI & Inspection Management

  • Production & Tracking: Manage the generation and systematic tracking of Request for Inspection (RFI) records based on inputs from Project Engineers.

2. Material & Inventory Reporting

  • Accurate Accounting: Maintain real-time reports for all project materials, covering:
  • Total required vs. Ordered quantities.
  • Received vs. Installed quantities.
  • Current Inventory and remaining balances.
  • Quantity Take-off: Perform precise measurement and take-off of quantities for both permanent and temporary works.

3. Commercial & Contractual Administration

  • Payment Applications: Prepare and compile comprehensive data for Interim Payment Certificates (IPC), Variations, Site Instructions (SI), and Claims.
  • Subcontractor Management: Review, evaluate, and reply to commercial correspondence from subcontractors and suppliers regarding payments and variation orders.
  • Change Control: Assist the Senior Quantity Surveyor in analyzing commercial situations and preparing the commercial components of claims.
  • Documentation: Maintain an organized project filing system for all commercial records, ensuring audit readiness for PWA inspections.

4. Final Accounts & Reporting

  • Status Reporting: Provide regular updates on the status of pending payments and variations.
  • Final Accounts: Prepare all necessary data and documentation to facilitate the smooth closing of Final Accounts for the main contract and all subcontracts.

Skills & Competencies

  • Thorough understanding of Ashghal Standard Conditions of Contract.
  • Strong command of English (written and verbal); Arabic is an advantage.
  • Ability to work under pressure to meet strict monthly payment cycle deadlines.
  • High level of accuracy in data entry and commercial reporting.
  • Quality Coordination: Collaborate with the Project Engineer and QA/QC Engineer to ensure all inspection records are completed accurately and comply with project specifications.
  • BOQ Traceability: Maintain a rigorous system ensuring every RFI is directly traceable to its corresponding Bill of Quantities (BOQ) items for payment verification.
