Quantity Surveyor

Key Responsibilities

Pre-Contract / Estimation

  • Prepare and review detailed cost estimates for road and infrastructure projects.
  • Carry out quantity take-offs from drawings and specifications.
  • Prepare and review Bills of Quantities (BOQs) in accordance with CESMM / project standards.
  • Build unit rates for earthworks, pavement layers, asphalt, drainage, and utilities.
  • Review tender documents, identify risks, exclusions, and commercial opportunities.
  • Support tender strategy, pricing, and clarifications.

Post-Contract / Commercial Management

  • Prepare and submit Interim Payment Certificates (IPCs) to the Engineer/Client.
  • Monitor actual site progress and verify quantities through joint measurements .
  • Manage variation orders , rate analysis, and commercial negotiations.
  • Prepare and support claims and counterclaims (additional cost, EOT-related).
  • Manage subcontractor payments , evaluations, and final accounts.
  • Maintain cost reports, cash flow forecasts, and budget tracking.
  • Close final accounts in coordination with project management.

Contract & Coordination

  • Administer contracts in accordance with FIDIC and project conditions.
  • Liaise with site teams, planning, procurement, consultants, and clients.
  • Protect the contractor’s commercial and contractual position throughout the project lifecycle.
  • Provide regular commercial reports to senior management.

Requirements

Mandatory

  • Bachelor’s Degree in Civil Engineering .
  • 8–15+ years experience as a Quantity Surveyor in road & infrastructure projects .
  • Strong contractor-side experience .
  • Proven knowledge of:
  • BOQs & measurement methods (CESMM preferred)
  • Pre-contract estimation & rate build-up
  • IPCs, variations, claims, and final accounts
  • Experience in road works , including:
  • Earthworks
  • Sub-base & base course
  • Asphalt works
  • Drainage, utilities, and road furniture
  • Familiarity with government/authority projects (RTA, ADM, MOEI, municipalities).

Preferred

  • Experience in UAE/GCC road projects.
  • Strong working knowledge of FIDIC contracts .
  • Proficiency in AutoCAD, Excel, PlanSwift / CostX / similar QS software.
  • Ability to work independently and manage junior QS staff.
