Designation: QUANTITY SURVEYOR / COSTING AND ESTIMATION ENGINEER

Work Experience: 8-10 yrs

Work Location: HO DUBAI

Joining Date: Immediate

Salary: AED 8 to 10 K / NON-NEGOTIABLE

Qualification: Electrical / Mechanical engineering Degree with below mentioned experience:

1. Costing and Estimation

  • Analyze project requirements and review drawings and specifications to estimate costs.
  • Prepare detailed cost estimates for mechanical, electrical, and plumbing works.
  • Research and source material and equipment costs, including market trends.
  • Collaborate with suppliers, subcontractors, and vendors to obtain accurate price quotations.
  • Ensure estimates align with the client’s budget and project scope.

2. Pre-Contracts Analysis

  • Develop and review detailed Bill of Quantities based on project drawings and specifications.
  • Assist in tendering processes, including preparing tender documents and technical clarifications.
  • Evaluate bids and quotations from subcontractors and suppliers, ensuring compliance with project requirements.
  • Perform cost comparison analysis and recommend the most cost-effective solutions.
  • Provide value engineering suggestions to optimize project costs without compromising quality.

3. Post-Contract Analysis

  • Monitor project budgets and expenditures to ensure they align with the estimated costs.
  • Track and document variations between the initial BOQ and actual work completed.
  • Review and validate subcontractor and supplier invoices against work progress.
  • Prepare and maintain project cost reports and cash flow analysis for stakeholders.

4. Claims and Variations Management

  • Identify variations to the scope of work and evaluate their impact on project cost and timelines.
  • Prepare variation claims, including detailed cost breakdowns and justifications, for client approval.
  • Ensure variation claims are aligned with the terms of the contract.
  • Negotiate with clients and contractors to settle claims amicably.
  • Document and track all claims to ensure proper resolution and financial settlement.

5. Project Coordination and Documentation

  • Coordinate with project managers, architects, and other engineers to ensure accurate costing and estimation.
  • Maintain a record of all tender documents, contract agreements, and project-related communications.
  • Provide technical support during project execution to address cost-related queries or conflicts.
  • Ensure compliance with contractual terms, local codes, and industry standards.

6. Quality Assurance

  • Conduct periodic audits of the project to ensure works are executed within the approved budget.
  • Ensure all documentation and records related to costing, claims, and BOQs are accurate and updated.

7. Leadership and Team Management

  • Lead the MEP costing and estimation team, providing mentorship, training, and guidance.
  • Develop and implement standardized processes for estimation, BOQ preparation, and claims management.
  • Assign tasks and responsibilities to team members, ensuring efficient workflow and adherence to deadlines.
  • Conduct performance reviews of team members, identifying areas for improvement and professional growth.

8. Strategic Planning and Decision Making

  • Drive the overall strategy for the MEP division in alignment with the company’s goals and objectives.
  • Analyze market trends, material costs, and labor rates to forecast project budgets accurately.
  • Provide strategic insights to the management team to improve profitability and operational efficiency.
  • Identify opportunities for cost optimization and recommend innovative engineering solutions to enhance project value.

9. Business Development and Client Relationship Management

  • Represent the company in meetings with clients, consultants, and contractors, acting as the key decision-maker for MEP-related costing matters.
  • Develop and maintain strong relationships with clients to secure repeat business and build long-term partnerships.
  • Support business development efforts by providing competitive yet accurate costing during tender submissions.
  • Prepare detailed proposals and presentations for high-profile projects to showcase the company’s MEP expertise.

10. Quality Control and Risk Management

  • Review and approve all cost estimates, BOQs, and variation claims prepared by the team for accuracy and compliance.
  • Conduct risk assessments on project budgets and develop mitigation strategies for potential cost overruns.
  • Monitor project progress to ensure costing aligns with the approved budgets and any deviations are addressed promptly.
  • Ensure all MEP works meet the highest quality standards while staying within budget.

11. Technology Integration and Process Improvement

  • Implement advanced software solutions for estimation, costing, and project management (e.g., BIM, CostX, Primavera).
  • Regularly update company databases with accurate cost data for materials, labor, and equipment.
  • Evaluate and refine the company’s MEP costing methodologies to improve efficiency and accuracy.
  • Stay updated with advancements in MEP systems, technologies, and market trends, ensuring the company remains competitive.

12. Contractual and Legal Expertise

  • Provide expert advice on contractual matters, including compliance with FIDIC or other standard frameworks.
  • Negotiate contractual terms with subcontractors and suppliers to secure favorable pricing and conditions.
  • Oversee the preparation and submission of extension-of-time (EOT) claims or any other contractual claims related to MEP works.

13. Financial Reporting and Budgeting

  • Prepare comprehensive financial reports for MEP projects, providing management with insights into profitability and cost control.
  • Ensure alignment between project costing and the company’s financial goals.

Key Skills for Success:

  • Strong knowledge of MEP systems and their cost implications.
  • Proficiency in costing and estimation software like AutoCAD, Primavera, or CostX.
  • Excellent analytical and problem-solving skills.
  • Effective negotiation and communication abilities.
  • Knowledge of FIDIC and other contractual frameworks.
  • Familiarity with local regulations and industry standards.
