Job Title: Quantity Surveyor – Roads/Infrastructure

Job Summary:

The Quantity Surveyor – Roads & Infrastructure is responsible for managing all commercial and contractual aspects of roadworks, highways, and infrastructure development projects. This role includes cost estimation, tender evaluation, contract administration, and progress valuation, ensuring cost control, value engineering, and compliance with project specifications and standards.

Key Responsibilities:1. Cost Estimation & Planning

  • Prepare accurate cost estimates and bills of quantities (BoQs) based on drawings, specifications, and site requirements.
  • Develop and update project budgets and cost plans for roadworks, drainage, earthworks, utility relocation, bridges, culverts, etc.
  • Assist in value engineering exercises to optimize costs without compromising quality.

2. Contract Management

  • Review, interpret, and administer standard forms of contracts (e.g., FIDIC, NEC, local forms).
  • Evaluate contract variations, claims, and change orders in line with contractual obligations.
  • Draft contractual correspondence and support the commercial manager in dispute resolution and arbitration matters if required.

3. Procurement & Subcontractor Management

  • Prepare tender documents and assist in subcontractor/supplier selection.
  • Analyze supplier quotations, conduct comparisons, and support negotiations.
  • Issue and manage subcontractor orders and agreements, ensuring compliance with project timelines and deliverables.

4. Measurement & Valuation

  • Conduct on-site measurement and quantity take-offs for road construction elements such as pavements, kerbs, signage, markings, and utilities.
  • Prepare interim and final valuations for contractor and subcontractor payments.
  • Verify and certify progress claims and prepare payment recommendations.

5. Cost Monitoring & Reporting

  • Track project costs vs. budget and identify variances with explanations.
  • Maintain cost databases and prepare monthly cost/value reconciliation reports (CVRs).
  • Support preparation of final accounts and project close-out documentation.

6. Compliance & Coordination

  • Ensure compliance with relevant local and international construction standards.
  • Coordinate with site engineers, planners, project managers, and external consultants.
  • Ensure safety and sustainability costs are factored into all cost planning activities.

Qualifications & Requirements Education:

  • Bachelor’s Degree in Quantity Surveying, Civil Engineering, or Construction Management.
  • RICS, CIOB, or equivalent accreditation (preferred but not mandatory).

Experience:

  • Min 10 years of Gulf experience in quantity surveying roles, specifically in road, highway, or infrastructure projects.
  • Experience with heavy civil works such as earthworks, drainage, culverts, bridges, and asphalt works.

Skills:

  • Proficiency in QS software (e.g., Candy, CostX, Cubit) and MS Excel.
  • Strong knowledge of measurement methods (CESMM, POMI, etc.).
  • Familiarity with contract forms like FIDIC, NEC, or local equivalents.
  • Excellent analytical, negotiation, and communication skills.
  • Ability to work independently and manage multiple project sections.
