Job Purpose:

The RCTO is responsible for leading the end-to-end technical operations of the region to ensure strong network performance, high service availability, efficient infrastructure operations, and timely delivery of technical support and rollout projects.

The role drives regional execution across access network operations, core site and utility management, corporate business support, and network rollout, while ensuring delivery of key operational and service KPIs related to complaints reduction, outage control, cell availability, GCSS service assurance, energy efficiency, and operational excellence.
Job Responsibilities:

Lead End-to-End Regional Technical Operations: Provide overall leadership of the region’s technical domain and ensure effective management of access operations, core site operations, utility compliance, regional rollout, and enterprise/GCSS technical support in line with business and network performance objectives.

Drive Network Performance, Service Availability, and Customer Experience: Ensure strong regional performance on key network service indicators including customer complaints reduction, network accessibility, call/service quality, cell availability, and restoration effectiveness through proactive operational control and continuous improvement.

Oversee Access Network and Fault Management: Lead regional access operations and maintenance activities to minimize outages, improve Mean Time to Restore (MTTR), strengthen preventive maintenance, and ensure rapid and effective resolution of faults impacting service continuity.

Manage Core Sites, Power, Facility Operations, and Utility Compliance: Oversee the reliability, compliance, and cost-effective operation of core sites and supporting infrastructure, including power systems, fuel management, facility maintenance, and utility controls, ensuring continuous service readiness and operational efficiency.

Ensure Delivery and Service Assurance for GCSS/ B2B Customers: Support regional corporate and enterprise business by ensuring timely feasibility, deployment, integration, service assurance, and fault resolution for GCSS/B2B services, with strong focus on delivery timelines and customer experience.

Lead Regional Network Rollout and Infrastructure Readiness: Ensure timely execution of regional rollout plans, site readiness, and implementation of approved network expansion and modernization activities, while maintaining alignment with business priorities, quality standards, and approved plans.

Strengthen Vendor Governance, Risk Control, and Operational Discipline: Manage performance of managed services partners and regional vendors to ensure SLA compliance, quality delivery, preventive action, and effective escalation management, while mitigating operational and infrastructure risks across the region.

Drive KPI Achievement, Reporting, and Cross-Functional Coordination: Own delivery of key regional technical and operational KPIs, including network improvement, outage reduction, energy efficiency, fiber resilience, rollout targets, and operational excellence, through close coordination with NOC/NOMC, Sales, GCSS, NC, and HQ departments.

Partner with Sales & Distribution and Regional GCSS for Business Development: Work closely with regional Sales & Distribution and GCSS counterparts to support business growth objectives by enabling technical feasibility, service readiness, solution support, and timely execution of customer and commercial requirements across the region.

Minimum of Bachelors degree in Engineering, Telecom, Electronics, IT/CS or other related domains
