Description of Work

***This is a full-time, grant funded position. This position will end on September 30, 2027; however, it is anticipated that funding for this position will be continued. Filling this position and continuation of the position in future years will be contingent on the terms of the grant and dependent on future funding.

Salary Range: $62,771.00 - $77,000.00

The Safe Babies Court Team (SBCT) State Coordinator works closely with the State Director to provide technical assistance and facilitation to local districts. The SBCT State Coordinator assists with providing direct support to the district level Community Coordinators and their community teams through training, consultation, the development of tools and the use of data for continuous quality improvement. The State Coordinator also supports the work of the state core advisory team and subcommittees by helping to inform and engage multiple system partners in strategic implementation and sustainability planning, and to problem solve gaps and barriers to accessing needed services for families. The position is based in Raleigh and requires frequent statewide travel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Provide direct support, training and technical assistance to court teams and community coordinators to implement the core components embodied in the Safe Babies Court Team™ approach.

  • Work with local and state partners to foster an environment in which all professionals involved in SBCT to increase their awareness of different forms of bias, trauma and adversity that often accompanies poverty, behavioral health challenges and substance abuse.
  • Develop templates, tools and other resources for SBCTs, Community Coordinators and community advisory teams.
  • Conduct observations of SBCT Family Team Meetings, court hearings and community advisory meetings.
  • Administer a training and certification program for SBCT judicial officers, including required on-boarding training for new SBCT judges and court officials (Year 2 of implementation).
  • Coordinate targeted training to Community Coordinators to enhance their data analysis, meeting facilitation, and family engagement skills. Identify trends and systemic barriers to effective SBCT operations and inform the state advisory team's work to address gaps in system coordination and service delivery.
  • Develop SBCT program expansion and sustainability plans. Work with program partners to identify potential funding streams.
  • Create and deliver presentations and written reports that incorporate data, analysis and program recommendations.

Knowledge Skills and Abilities/Management Preferences

Knowledge of: launching innovative programs or efforts; child welfare policy and practice, juvenile code, and the developmental needs of children 0-5 years of age; experience in developing training manuals, policy and procedure manuals; and understanding of and experience applying Continuous Quality Improvement principles.

Skills in: following administrative policies and procedures and local court rules and delivering related training.

Ability to: collaborate with judges and court staff in implement programs, give presentations, analyze data, and write reports; and demonstrate an ability to work with families of diverse racial, cultural, and socioeconomic backgrounds.

Minimum Education and Experience Requirements:
Bachelor’s degree in court administration, public administration, human services, political science or business administration and three years of experience in court or related program administration and, any additional requirements set forth in Article 7A-494 of the General Statutes if applicable to the position; or a master’s degree in court administration, human services, or public administration and one year of experience in court administration or related program administration.
