Job Purpose
The Safety Officer is responsible for implementing, monitoring, and enforcing Health, Safety, and Environmental (HSE) policies and procedures across construction sites. The role ensures compliance with UAE regulations, company standards, and project-specific safety requirements to maintain a safe working environment and prevent accidents, injuries, and property damage.
Key ResponsibilitiesHealth & Safety Compliance
- Ensure compliance with company HSE policies, UAE labor laws, and project safety requirements.
- Conduct regular site inspections to identify hazards and unsafe practices.
- Monitor compliance with Permit-to-Work (PTW) systems and risk assessments.
- Ensure corrective actions are implemented promptly.
Site Safety Monitoring
- Inspect work areas, equipment, scaffolding, excavation activities, lifting operations, and work-at-height activities.
- Verify that workers are using appropriate Personal Protective Equipment (PPE).
- Stop unsafe work activities when necessary and report violations.
- Maintain safe housekeeping standards throughout the site.
Training & Awareness
- Conduct site safety inductions for new employees.
- Deliver toolbox talks and safety briefings.
- Promote safety awareness among workers and subcontractors.
- Assist in organizing safety campaigns and training programs.
Incident Investigation
- Investigate accidents, incidents, near misses, and unsafe conditions.
- Prepare incident reports and recommend preventive measures.
- Monitor implementation of corrective and preventive actions.
- Maintain records of incidents and safety observations.
Emergency Preparedness
- Support the implementation of emergency response plans.
- Conduct emergency drills and evacuation exercises.
- Ensure emergency equipment is available and maintained.
- Coordinate with emergency services when required.
Documentation & Reporting
- Maintain HSE records, inspection reports, permits, and training records.
- Prepare daily, weekly, and monthly safety reports.
- Track safety statistics and KPIs.
- Ensure all safety documentation is up to date and available for audits.
Environmental Management
- Monitor waste management and environmental compliance.
- Promote environmentally responsible construction practices.
- Ensure proper handling and storage of hazardous materials.
Qualifications
- Diploma or Bachelor's Degree in Occupational Health & Safety, Engineering, or related field.
- NEBOSH International General Certificate (IGC) preferred.
- OSHA Certification or equivalent is an advantage.
- Minimum 3–5 years of experience as a Safety Officer in construction projects.
- UAE construction experience is preferred.
- Knowledge of UAE HSE regulations and construction safety standards.
