Context:

The Testing &amp; Commissioning Engineer will be responsible for planning, managing, coordinating, and performing all activities related to the testing and commissioning of systems and equipment for large-scale PMC (Project Management Consultancy) infrastructure projects, particularly in the railway sector. The candidate will ensure that all systems function safely and according to project requirements prior to handover.</div>
Missions/Main Duties:
<ul><li>Develop, review, and update testing and commissioning plans, procedures, and schedules to match project timelines.</li><li>
Collaborate with design, construction, and systems teams to identify commissioning requirements and interfaces.</li><li>
Lead and execute on-site testing and commissioning for various systems (electrical, mechanical, signaling, telecom, etc.).</li><li>
Ensure all installations and systems meet contract specifications, safety standards, and regulatory codes.</li><li>
Lead technical workshops, readiness reviews, and T&amp;C governance meetings to ensure alignment across all stakeholders.</li><li>

Supervise and validate the testing and commissioning performed by vendors and contractors.</li><li>
Coordinate with all project stakeholders to resolve issues and ensure smooth project handover.</li><li>

Review and approve inspection test plans, method statements, and testing procedures.</li><li>

Lead Interface Engineer is the role accountable for the overall Interface activities in the FEED/EPC phase at home office as well as Execution of the Project Interface activities at site which combines both technical and coordination aspects. External and Internal Interfaces
<ul><li>Lead Interface Engineer, Project Interfaces, is responsible for engineering coordination and Execution of assigned Interface requirements through close interaction with Internal and External parties/Stakeholders/End Users/Contractors and will also identify, develop, coordinate, expedite and steward till closure of all Project Interfaces.
</li><li>Coordinates and establishes the regular interface meetings between Contractor and Company.
</li><li>Leads the discussions and frequent coordination Operations, Material Handling Operations and Turn around Team for the execution of the interface activities.
</li><li>Provides regular updates on Project Interfaces to Process/Commissioning Manager and provides monthly and weekly reports for progress and proactively identifying Interface issues.

Technical Integration
</li><li>Focal point and responsible to identify, define and execute the technical/physical internal and external interfaces through FEED/EPC phase by establishing Interface Point registers.
</li><li>Well monitoring and control of the IP Databases, managed for IP&rsquo;s and IQ&rsquo;s initiation/correspondence/agreements to align with agreed Interdependency Schedule between FEED/EPC contractor and various Stakeholders.
</li><li>Actively participates in reviewing the Project Scope of work, various implementing strategies, execution plan, Constructing Strategies, etc.
 
Design Alignment
</li><li>Overall Responsibility for Interface Deliverables including but not limited to establishing and executing the interconnections with existing Borouge
</li><li>Ensures that the HAZOP of battery limit (interface point) is carried out as per the requirements of the Project.
</li><li>Organize Interface Meetings with internal and external parties for establishing and finalizing of the interface point register for multiple disciplines in a timely manner.
 
Site Coordination
</li><li>Closely working with FEED/EPC Contractor Interface team &amp; other stakeholders.
</li><li>Follow up of the required Interface related documentation and feedback from FEED/EPC contractor and other stakeholders and sharing with Process/Commissioning Manager. Highlights the shortfalls and sought for support needed from the Process/Commissioning.
 </li><li>Manager on time in order to avoid the schedule delay.
</li><li>Focal point for identifying with Operations, Maintenance and Integrity Team, the key Interfaces between Project and Existing Facilities (Brownfield works) with particular focus to Interface/tie-ins during shutdown period activities.
</li><li>Focal point for maintaining the data base and reviewing all the pre-commissioning and commissioning procedures of the various systems.
 
Performance
</li><li>Ensures the Pre-commissioning &amp; Commissioning procedures are prepared on time and the reviews are done by the company on time.
</li><li>Productivity: Maintain the interface engineering documents review plan.
</li><li>Performance assessment: The three above parameters in addition to a set of individual KPI&rsquo;s will be assessed on regular frequency (mid-term &amp; final review) by the Process/Commissioning Manager and the outcome shall be fed back to the individual, clearly identifying areas of improvement (as applicable).
 
Engineering Change Management
</li><li>Review of Interface discipline specific Concession requests issued within the CONTRACT; validate the basis of the request &amp; its impact on technical integrity &amp; justification, prior to requesting endorsement from Process/Commissioning Manager.
</li><li>Monitoring &amp; ensuring that Interface discipline specific design change management is being carried out for all respective engineering changes with proper multidiscipline impact assessment &amp; the same is registered &amp; controlled (as &amp; when required).
 
General
</li><li>Maintain regular meetings with interface discipline counterpart for timely discipline activity coordination &amp; problems resolution as applicable.
</li><li>Communicate discipline specific updates/areas of concern on regular basis to the Process/Commissioning Manager.

Operational Plans

</li><li>Continuously monitor the pre-commissioning/commissioning schedule of the project AND Procedures are developed by the FEED/EPC contractor and reviewed by company on time.
</li><li>Focus the development and ensure proper cascade of the status of the schedule to Process/Commissioning Manager in order to avoid any slippage.
</li></ul>QUALIFICATIONS, EXPERIENCE, KNOWLEDGE &amp; SKILLS
 
Minimum Experience &amp; Knowledge &amp; Skills
<ul><li>A bachelor&rsquo;s degree in relevant engineering discipline or equivalent from an accredited university, with a minimum of fifteen (15+) years of relevant experience in the Oil &amp; Gas or Petrochemical industry, including a minimum of five (5) years (preferred) in the GCC region.
</li><li>Must have at least five (5) years of experience in a similar position on major Oil &amp; Gas or Petrochemical projects, managing a team of Specialists, Senior Engineers, and Engineers.
</li><li>ADNOC &amp; Offshore project experience is preferred.
</li><li>PMC experiences are preferrable.
</li><li>Experience in FEED &amp; EPC Phases is required.

KBR Abu Dhabi PMC Team is currently looking to fill a position of Lead Rotating Equipment Engineer for an Offshore Island Project to be based in UAE ( Abu Dhabi) as soon as the administrative processes are completed, will then relocate to Spain Office and then return to Abu Dhabi .
Job Purpose
The Lead Rotating Engineer is responsible for leading the engineering, design, selection, procurement, and technical management of rotating equipment for ADNOC Offshore projects. The role ensures that all rotating equipment complies with ADNOC standards, international codes, project requirements, and reliability objectives throughout the project lifecycle from FEED to commissioning and start-up.

<ul><li>Lead the design and engineering activities related to rotating equipment for offshore oil &amp; gas facilities.</li>

Key Accountabilities:
<ul><li>Provide overall leadership and direction to PMC and Contractor commissioning teams, ensuring commissioning feasibility and readiness from the FEED stage through EPC completion, while driving stakeholder alignment and successful project delivery.

</li><li>Plans, directs and supervises all commissioning activities through providing technical and operational support. Supervises mechanical completion, performance tests and discusses all outstanding CARs and NCRs.
</li><li>Provides technical input with the PMT/PMC during different stages of the project. Ensures that all formal handover documentation (Engineering and operating manuals etc), plus all required materials (spare parts and consumables etc) in accordance with planned maintenance schedule.
</li><li>Review and approve post commissioning scenarios, operation scenarios/overhaul philosophy/emergency and preventative maintenance procedures.
</li><li>Plans, directs, supervises and controls the activities of assigned personnel in the Commissioning Team and exercises the supervision function at the level established by the Management. Advise Maintenance, Engineering and other departments on complex technical matters.
</li><li>Manages the Commissioning Teams across functions and site, as well as external contractors, to deliver the project successfully to agreed budget and timescale, ensuring all HSE requirements are adhered to.

</li><li>Initiates, reviews, and endorses amendments to: 1. Permit to Work, 2. Standing Instructions, 3. General Operating Procedures, 4. Operating Procedures, and 5. Maintenance Preparation Procedures.
</li><li>Prepares and monitors Operations and Maintenance commissioning project budgets, performance, and utilization, and provides periodic reports for management.
</li><li>Contributes to meetings with Production, Engineering, I&amp;Q, HSE, and Project Divisions for discussion of technical problems, HAZOP and other process studies. Develops/proposes plant modifications and long-term studies to increase the efficiency, safety, and reliability of plant equipment.
</li><li>Responsible for developing and maintaining the start-up schedule, controlling all costs associated with commissioning, including labour and equipment, and integrating activities with Engineering, Construction, and Commissioning deliverables
</li><li>Utilizes technical skills and depth of experience to identify potential risks in operational activities through risk assessments, advanced audits, and other means to ensure HSE/PTW compliance and minimize production losses.
</li><li>Assures the safety of personnel and assets by ensuring compliance with HSE regulations; attends safety meetings, committee meetings, Management Safety Tours, Advanced Safety Audits, and operational audits to promote awareness of HSE rules and regulations and ensure strict adherence by personnel and contractors.

</li></ul>Minimum Experience and Qualification
<ul><li>A bachelor&rsquo;s degree in a relevant engineering discipline or equivalent from an accredited university, with a minimum of fifteen (15+) years of relevant experience in the Oil &amp; Gas or Petrochemical industry, including a minimum of five (5) years (preferred) in the GCC region.
</li><li>Must have at least five (5) years of experience in a similar position on major Oil &amp; Gas or Petrochemical projects, managing a team of Specialists, Senior Engineers, and Engineers.
</li><li>ADNOC &amp; Offshore project experience is preferred.
