 The Bureau of Mental Health&rsquo;s (BMH) mission is to improve mental health and wellness for people in New York City, and to eliminate racial and other long-standing societal disparities by providing services, resources, and opportunities to New Yorkers that are grounded in accurate, data-driven information that fosters community participation, thus reducing the stigma around mental health. This includes procuring and monitoring more than 500 contracted programs that provide mental health treatment, psychiatric rehabilitation, supportive housing, care coordination and advocacy services, and operating court-mandated Assisted Outpatient Treatment (AOT), Single Point of Access (SPOA) for mobile treatment and care coordination, and the NYC Supportive Treatment and Recovery Team (NYC START) for people with first episode psychosis.
 
 
 
 Position Summary:
 
 
 
 The Office of Research and Evaluation (ORE) supports Bureau Leadership and Bureau Offices by providing surveillance, needs assessment research, program evaluation, data system development, and maintenance, and program data reporting to support the work of the bureau. The Data Analyst will directly support the work of all the offices in the Bureau of Mental Health with data management and analysis of population level and program-specific data. In addition, they will inform the larger public through publications and presentations.
 
 
 Job Duties and Responsibilities: The Data Analyst will:
 
 
 <ul>
 <li>
 Collaborate with program staff and IT to develop and refine data collection instruments and improve data systems and processes.
 </li>
 <li>
 Work with program stakeholders to develop specific and measurable program metrics for operational and performance management. Provide ongoing recommendations for data-driven tracking and continuous improvement of program outcomes, including clubhouse, NYC START, SPOA, etc.
 </li>
 <li>
 Process, clean, and prepare data for analysis and reporting; data check; document data management procedures (e.g., data dictionaries, business rules); monitor data quality, identify issues, and work with program staff to resolve.
 </li>
 <li>
 Prepare routine reports and presentations of program performance with data graphs/service trends; Clearly communicate (oral, written, and through data visualizations) results of analyses to program staff/leadership and other non-technical audiences.
 </li>
 <li>
 Maintain and update existing dashboards as needed using software such as Power BI; Assist in developing new dashboards as needed.
 </li>
 <li>
 Respond quickly and accurately to ad hoc data requests for internal (e.g., Directors, Assistant Commissioners) and external audiences (e.g., public hearings, City Hall).

 Work with leadership and program stakeholders on interpretation and limitations of data analysis results and provide actionable recommendations.

 Develop training materials and conduct trainings on updates to the data collection system as needed. Create guidance documents for internal staff and external users detailing updates to the system.

Models existing undocumented systems; works with analyst team to build library of documentation and makes it available to the team. Teaches modeling methods and helps advance the knowledge and expertise of the group.</li><li>
May perform other leadership roles including team building, staff training specific to business analysis, on boarding and support of new hires.</li><li>
Coordinates with Operations Team in the development of educational training materials, user procedure manuals and user testing. Prepares reports on pre-test and post-test results to address deficiencies and educates team members and trainers on content.</li><li>
Maintains analysts&rsquo; library of resources. Develops library of pertinent books and articles on information systems for the department.</li><li>
Develops and distributes regular management reports and any requests for special, ad hoc reporting or claims data. Develops positive working relationships with VNS Health Plans leadership.</li><li>
Develops an understanding of VNS Health Plans strategic business objectives and business unit operations, along a particular health plan value stream. Articulates business issues and designs data collection methodologies.</li><li>
Provides data collection and analytical support to team and monitors projects led by Service Operations team. Summarizes, creates, and distributes reports as needed.</li><li>
Visualizes data in creative ways to enhance understanding and accelerate decision making.</li><li>
Assists in writing reports, memos and other communications as needed. Coordinates report production as needed. Creates and implements dashboards with key performance indicators and forecasting models.</li><li>

Qualifications 
Education:
<ul><li>Bachelor's Degree Computer Science, MIS, Information Technology, or Communications Engineering or equivalent experience required</li></ul> 
Work Experience:<ul><li>
Minimum five years experience with responsibility for end-to-end SDLC design, development and implementation of managed healthcare payor solutions, (or two years of this experience plus a Master&rsquo;s Degree in one of the above-required fields) required</li><li>
At least one year of experience must be with a managed care organization on business transformation required</li><li>
